- The Army Contracting Command - New Jersey (ACC-NJ) Picatinny Arsenal, NJ 07806-5000 intends to solicit, negotiate and award a Firm Fixed Price type contract for the development of an Underwater Emergency Egress System (UEES) for the AH-64 on a sole source basis to Pacific Scientific Energetic Materials Corporation (PSEMC), 3601 Union Road, Hollister, CA. The authority being utilized for this solicitation is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(2)(iii)(A). The NAICS code for this solicitation is 541712 and the small business size standard is 500 employees. This notice of intent is not a request for competitive proposals. However, interested firms may identify their interest and capability to respond to this requirement no later than the closing time/date of this announcement, February 27, 2012 by 4:00pm Eastern Time. All questions and submittals shall be received in writing via email. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
