- NOTICE OF INTENT The Department of Veterans Affairs, NCO 7, Augusta, Georgia, is considering awarding a sole-source contract to COMCAST, 105 River Shoals PKY, Augusta, GA 30909-2041, to: Scope of Work: Provide the Charlie Norwood VA Medical Center 12 strands of dark/lease fiber from the Demarc of Building 110 room GB139a on Wrightsboro road to the Demarc of Building 801 room 2C120 on 15th street. The distance between the two divisions is three miles. The lease fiber will be managed and serviced by Internet Service Provider. Communication passing through the lease fiber will be controlled and managed by the Charlie Norwood VAMC. The lease fiber is required to provide two way video, voice and data services between the two divisions. The contractor shall provide all resources necessary to accomplish the deliverables described in this statement of work (SOW), except as may otherwise be specified. Background: The Uptown Charlie Norwood VA Medical Center is location on One Freedom Way, off of Wrightboro road three miles from the Downtown Charlie Norwood VA Medical Center on 15th street. Dark/lease fiber is solicited because of the distance and location. Dark fiber provided the Charlie Norwood VAMC the ability to scale with the needs of the medical center as services change and increased at both divisions. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals or a solicitation for offers. However, parties interested in responding to this notice shall submit technical data sufficient to determine capability in providing the same product to Juan A. Jusino, Contracting Officer, at juan.jusino@va.gov or FAX: (478) 274-5771 by February 15, 2012 no later than 2:00 PM EST. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 517110 with a Small Business Size Standard of 1,500 employees. This is for informational purposes only and not to be construed as a commitment by the government. Any information submitted to this notice of intent is voluntary. The availability and capability of qualified small business sources; whether they are Service-Disabled Veteran-Owned, Veteran-Owned, Small Business, HUB Zone 8(a), Women-Owned, or small disadvantaged business concerns; and their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. 517110 Cable and Other Subscription Programming This industry comprises establishments primarily engaged in operating and/or providing access to transmission facilities and infrastructure that they own and/or lease for the transmission of voice, data, text, sound, and video using wired telecommunications networks. Transmission facilities may be based on a single technology or a combination of technologies. Establishments in this industry use the wired telecommunications network facilities that they operate to provide a variety of services, such as wired telephony services, including VoIP services; wired (cable) audio and video programming distribution; and wired broadband Internet services. By exception, establishments providing satellite television distribution services using facilities and infrastructure that they operate are included in this industry.
