Description
PWS ACARS Solicitation FA8525-12-R-30165 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only request for proposals as a separate written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-55 effective 03 Jan 2012. This notice of intent is not a request for competitive proposals. This contract action intends to be a sole source contract to Honeywell International Inc, Aerospace (CAGE 07187) under solicitation number FA8525-12-R-30165. All responsible sources may submit a proposal which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is soley within the discretion of the Government. The proposed action will provide a Ground Based Software Tool (GBST) P/N: 4088912-901, 1 EA, an Airsim software development tool P/N: 998-2470-505 1 EA, training on the use of the GBST and Airsim software development tools, and technical support while the tools are being used to update the Airline Modifiable Database (AMI). The required delivery for the GBST and Airsim is two weeks after receipt of contract. The technical training on the use of the GBST and Airsim tools shall include training on the update of no less than 15 messages from the ACARS standard message set. Required technical support shall be provided within eight business hours from the time of request. The Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements since the data is proprietary. This requirement will not be set-aside for small business and will be covered under NAICS code 541511. The anticipated contract will have a period of performance of 12 months with no options. Clause 52.212-3 and alternate 1 shall be completed in its entirety and provided as part of the proposal. Clauses 52.212-4 and 5 apply to the subject solicitation.
