Description
The Oklahoma City VA Medical Center, Oklahoma City, OK, is seeking Architect-Engineering (AE) design services to provide complete working drawings, specifications, and cost estimates including services throughout construction for Project No. 635-12-306, A-E To correct Electrical Art Fault at the VA Medical Center, 921 NE 13th Street, Oklahoma City, OK 73104. In accordance with applicable specifications, standards, design guides, space requirements, clinical staff, the A/E will design and specify all aspects of areas to be renovated and combined, to include but not limited to Design : "Specify replacement equipment that were identified as over-dutied in Table 2-1 of the arc flash study performed by Eaton in July 2011. "The footprint of the replacement equipment should be similar to the footprint of the existing equipment "The new design shall meet the selective coordination requirements for emergency equipment per NEC 2011. "Resize cables and protective devices as necessary to meet the selective coordination requirements. "Develop construction/As built drawings for the new equipment that will help the construction crew install the equipment. Study update: "Collect all the data required to update the study including new equipment, cable, motors that were installed after the original study. "Update SKM model built as part of the original study with all the changes. "Update Arc Flash study and Report. "Reprint and Install arc flash warning labels where incident energy has changed. "Perform selective coordination for the new equipment to meet the NEC 2011 requirements for emergency equipment. Timeline Timelines will be established later. Specifications A/E will adhere to the following specifications, standards, and design guides. The following list is likely NOT all inclusive. As a Professional Licensed A/E firm (company) the A/E is responsible for determining applicable specifications, standards, and good industry practices. This holds true also for work performed by non professionally licensed firms. This requirement is SDVOSB. The North American Industry Classification System (NAICS) Code is 541310, and the Small Business Size Standard is $4.5 Million. The construction magnitude cost range for this project is $500,000.00 -$1,000,000.00. Geographic area of consideration is within a 200-mile radius of the Oklahoma City, OK. To be considered for award, an A-E firm must be registered in the Central Contractor Registration (CCR) database. A-E firms can obtain CCR registration information and annual confirmation requirements by calling 1-888-227-2423 or 269-961-5757; or by visiting the CCR web site at http://www.ccr.gov. The A-E is also required to submit Annual Representations and Certifications via the Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov. Registration in ORCA requires an active Central Contractor Registration (CCR) record and a Marketing Partner Identification Number (MPIN) identified in the CCR record. The firm's DUNS number and MPIN act as its ID and password into ORCA. Information in ORCA must be reviewed and/or updated when necessary, but at least annually in order to maintain active status. Firms interested in being considered for this project are to submit their completed SF 330 electronically to Ralph.Crump@va.gov no later than 10:00 A.M (CST) on February 23, 2012. The A/E selection criteria shall include your qualifications and past performance data. Selection criteria will be based on: (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competence; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with Government agencies and private industry; (5) Location of the general geographic area of the project and knowledge of the locality of the project THIS IS NOT A REQUEST FOR PROPOSAL. THERE ARE NO SOLICITATION DOCUMENTS AVAILABLE. This requirement is subject to Availability of Funds. Point of contact is Ralph Crump, Contract Specialist, PH: 405-456-3612. The completed SF 330 will be evaluated by the VA Medical Center Engineer Evaluation Board. Discussions shall be held with the top three (3) firms selected based on submittal of SF 330's. Engineering Services shall provide a listing, in order of preference, to Purchasing & Contracting (P&C) for negotiations.
