- Description
- The General Services Administration, Pacific Rim Region, requires an Energy Savings Performance Contract (ESPC) under authority of 42 USC 8287, for HVAC work in Los Angeles. This is an unrestricted procurement under NAICS Code 238220. This is a stand-alone ESPC solicitation, and is NOT part of any ESPC IDIQ (e.g. DOE Super ESPC). However offerors must be on the Department of Energy qualified list to be eligible for award, as required by statute. See http://www1.eere.energy.gov/femp/financing/espcs_qualifiedescos.html. We have been advised that review and listing takes about 90 days, and we anticipate this solicitation process to take 3 to 6 months, so firms not currently listed but interested may pursue listing (but GSA cannot assure that DOE will meet any particular time frame; process and requirements should be discussed with the DOE point of contact). Offers will be considered from all responsive offerors subject to meeting the prequalification requirement. The ESPC solicitation will have mandatory measures, which are specified but require full development using a design-build approach. The greatest part of the work is a major chiller retrofit at the Federal Building, 300 N. Los Angeles Street and adjoining Roybal US Courthouse and Federal Building, 255 E. Temple Street, Los Angeles, CA. These buildings share a common central plant. GSA's calculations indicate that this work seems to have sufficient payback to be financed within an ESPC framework. In addition there will be other relatively minor HVAC measures at various locations in the Los Angeles area. A solicitation will be posted. The solicitation will be accompanied by specifications and preliminary energy savings calculations. Offerors will be required to validate and guarantee energy savings as part of their proposals. Achieving cost as well as energy savings is of importance. Award is anticipated to by best value source selection following FAR Part 15 procedures. A pre-bid conference and initial site visit will be held Wednesday February 22, 2012, 9:00 AM Pacific time, at the FB 300 N. Los Angeles Street, 4th Floor GSA Field Office, suite 4300. We anticipate additional site visit opportunities will be made available. Currently offers are due May 21, 2012 at 12 Noon Pacific time, instructions to be included in the solicitation documents when posted.
