Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is being issued for the following: Manufacturing of F-15 Tank Stands (Qty: 21) See the attached Performance Work Statement (PWS) under Additional Info. Submit formal Quote with all applicable specification to include drawings and any information you deem necessary to complete your proposal prior to the solicitation closing date. All requests for information (RFI) must be received no later than 1:30PM CST; Wednesday 15 February 2012. (1)Quotes will be evaluated and awarded to the offeror with the lowest price technically acceptable (LPTA). (2)A technical evaluation includes examination of technical features, functionality, and warranty provisions. Offerors providing proposals must include drawing of proposed tank stand. (3)Past Performance; identify past or current contracts (including Federal, State/ Local Government, and Private) for efforts similar to the requirement. Evaluation of offerors with no relevant performance history will not be evaluated favorably or unfavorably. References for Past Performance. All offerors are required to provide a minimum of two (2) references that can be contacted to validate past performance. References must include company or agency name, current contact and that person's office/business phone number. 1st Reference: ________________________________________________________________________ 2nd Reference: ________________________________________________________________________ The following provisions and clauses apply to this acquisition. The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items. Quotes will be evaluated and awarded to the offeror with the lowest price technically acceptable. The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, and the offeror must include a completed copy of this provision with their proposal. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items. Specifically, the following clauses cited are applicable to this solicitation: FAR 52.222-26, Equal Opportunity. The clause FAR 52.232-33, Payment by Electronic Funds-Central Contractor Registration. The clause at DFARS 252.204-7004, Required Central Contractor Registration; DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders; DFARS 252.225- 7001, Buy American Act and Balance of Payment Program. The Government reserves the right to award on a multiple award or an all or none basis, and subject to availability of funding. All firms must be registered in the Central Contractor Registration database @ www.ccr.gov and shall be considered for award. All quotes must be sent to MSgt Janice Hills at: Fax 504-391-8372; e-mail janice.hills@ang.af.mil; Quotes are required to be received no later than 1:30 PM CST, Tuesday 21 February 2012. General Line Item Notes: 1. Offerors shall submit a price for all line items; failure to do so may render the quote unacceptable. 2. Offerors shall submit product literature as specified; failure to do so may render the proposal unacceptable. 3. The Government reserves the right to award on an "all or none basis" subject to availability of funding. 4. Except when it is determined by the Contracting Officer not to be in the Government's best interest, the Government will evaluate offers for award purposes by calculating the total price for all proposal line items.
