- List of Assays This is a combined Synopsis/Solicitation/Request for Quote for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued for the solicitation number NIAID-RFQ-12022, a request for quote. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-55 dated January 3, 2012. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 325414, which has a business size standard of 500 employees. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure TaqMan Gene Expression Assays, Item / Description / Quantity: 1) TaqMan Gene Expression Assays, LG, qty-96 each, see attached list of requested assays. NIAID will conduct research that facilitates the development of effective AIDS vaccines. TaqMan Gene Expression Assays offered pre-optimized PCR primer and probe sets used to amplify cDNA in the real-time PCR step of RT-PCR. Each assay contains 3 target-specific oligonucleotides: unlabeled forward PCR primer, unlabeled reverse PCR primer, probe with FAM label and minor groove binder (MGB) moiety on the 5' end and nonfluorescent quencher (NFQ) on the 3' end. This is to be compatible with the Fluidigm technology that is currently in place within the lab. The TaqMan reagents provide a high level of specificity and reproducibility, in addition to increased sensitivity due to the NFQ located on the probe. All assays use a single, universal thermal cycling profile, which aids in the ease of PCR optimization and helps to prevent instrument programming errors. Delivery shall be two (2) weeks from date of award to Bethesda, Maryland 20892. The following factors shall be used to evaluate offers: 1) capability to meet salient characteristics, and 2) price and delivery. The government will award a fixed price purchase order to the responsible contractor. The FOB terms are 'Destination' and Net 30. FAR provisions and clauses that apply to this acquisition: FAR 52.212-1, Instructions to Offerors, Commercial Items; FAR 52.212-2, Evaluation - Commercial Items; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders - Commercial Items; and FAR 52.232.33 Payment by Electronic Funds Transfer-Center Contractor Registration (Oct 2003). In order to be considered for an award, an Offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201 (a). By submission of an offer, the Offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov prior to award during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. [Note: Lack of registration in the Central Contractor Registration will make an Offeror ineligible for award.] All responsible sources may submit an offer that will be considered by the Agency.
