Description
THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Department of Veterans Affairs, Veterans Health Administration, SAO-EAST, NCO 4, Philadelphia VAMC, Vet Center # 210 intends to award a sole-source, firm fixed contract in accordance with FAR Subpart 6.302-1. This requirement is for the provision of Readjustment Counseling Services. The Government intends to make a sole source award to Family & Psychological Services, Inc, 1868 Greentree Road, Cherry Hill, NJ 08003, under NAICS Code 621420. The solicitation will not be posted. The contractor shall furnish readjustment counseling services to eligible veterans referred by Vet Center staff members or professional staff members of VA Psychiatry, Social Work, Psychology or Nursing Services. Readjustment counseling, for purposes of the considered contract, is counseling provided by social workers, psychologists, psychiatrists, or other qualified counselors, individually or in groups, specifically directed at social, psychological, or behavioral difficulties specifically related to the post-war readjustment to civilian life. Such difficulties may interfere with a veteran's job performance, educational pursuits, family and other interpersonal relations, or overall ability to cope with daily life. Modalities of readjustment counseling include individual, group, and family counseling; all of which have as their central purpose the post-war readjustment of Vietnam era and/or post-Vietnam war zone veterans. The contemplated contract represents the drawing down and the discontinuing of contracting for readjustment counseling services by the Vet Center # 210. No further solicitation or requirements for readjustment counseling are planned or anticipated. Contracting by sole source allows for the avoidance of; transferring client records from the incumbent contractor to a new contractor and then to a VA provider, and to provide for the smoothest transition possible for clients so that their counseling experience is not unduly interrupted/compromised by having to switch counselors multiple times during the duration of a few months.
