Description
The Eastern Acquisition Division (EAD) of the National Oceanic and Atmospheric Administration (NOAA) in Norfolk, VA is soliciting proposals, on behalf of National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center (NEFSC), Protected Species Branch (PSB) Apex Predators Program for the charter of one longline fishing vessel. The contractor vessel will be involved in conducting sampling of large coastal sharks using bottom longline gear. Specific requirements of this survey are to: 1) investigate the distribution, abundance, and species composition of sharks; 2) collect catch per effort data; 3) tag sharks for migration studies; 4) inject, with tetracycline, tagged sharks whenever feasible for age validation studies; 5) collect biological samples for age and growth, food habits and reproductive studies; and to 6) collect morphometric data. The cruise will take place in US waters between Florida and Massachusetts and primary sampling will take place in 5-40 fathoms; some additional pelagic sampling may occur in deeper water. Fishing will occur day and night, operating on agreed-upon watches, at pre-determined station locations provided to the Master prior to departure. NMFS will provide bottom longline expendable gear including pre-made gangions, buoy droppers and spool, mainline, and spare gangion material. The fishing vessel will provide longline spool, bullet floats, radio buoys or high flyers and all associated deck equipment required. This is being competed as a 100% Total Small Business Set-Aside. The applicable NAICS code for this acquisition is 114111 Finfish Fishing with a size standard of $4.0M. A Request for Proposals (RFP) will be available on or about February 8, 2012 through the Government's website at http://www.fedbizopps.gov. The estimated due date for proposals is March 12, 2012. The solicitation and proposed fixed-price contract will be issued utilizing the procedures identified in FAR Part 12, Acquisition of Commercial Items, and FAR Part 15, Contracting by Negotiation and will be evaluated on a best value basis wherein the following factors, 1-4, listed in descending order of importance, when combined, are significantly more important than Factor 5. Price; Factors: 1. Vessel characteristics and configuration; 2. Vessel's commercial fishing history fishing; 3. Master and crew's longline work and research experience and qualifications; 4. Past performance and 5. Price. Each potential offeror is responsible for checking this website to gain all the updates or amendments to any and all documents.
