Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes and to determine whether to set-aside the requirement for small business concerns. Naval Facilities Engineering Command Mid-Atlantic is specifically seeking 8(a) Small Businesses, Hubzone Small Businesses, Service Disabled Veteran Owned Small Businesses, Women Owned Small Businesses, Economically Disadvantaged Women Owned Small Businesses or other Small Businesses with current relevant qualifications, experience, personnel, and capabilities to perform the proposed requirement. The work includes, but is not limited to, furnishing all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide personnel services in support of the operation of the Onslow Beach Draw Bridge Span, SBA-129, at the Marine Corps Base, Camp Lejeune, NC. The contractor shall also perform inspection and minor maintenance to the bridge, supporting facilities, and equipment. Associated reporting and recording of tasks and events, as well as, general cleaning/housekeeping. The Procurement Method is Commercial Items FAR Part 12. The North American Industry Classification System (NAICS) Code for this procurement is 488490 and the annual size standard is $7,000,000.00. The contract term will be a base period of one (1) year, plus four (4) option years. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period of up to six months under the Option to Extend Services clause. The contract will replace a contract for similar services awarded in 2011 for $96,564.00. Information about the current contract and the incumbent contractor (e.g. value of last option exercised, firm name, address, etc.) will be included in the solicitation package. Requests under the Freedom of Information Act are not required for this information. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available. All Small Business concerns are encouraged to respond. The Government will not pay for any information solicited. Respondents will not be notified of the results of this evaluation. One of the main functions of this synopsis is to assist the Contracting Officer in determining whether a Small Business concern set-aside is an acceptable strategy for this procurement. The proposed contract listed here is being considered for 100 percent set-aside for Small Business concerns. Interested 8(a) Small Business, Hubzone Small Business, Small Disadvantaged Veteran Owned Small Business, Women Owned small Business, Economically Disadvantaged Women Owned Small Business, or other Small Business concerns should, as early as possible but not later than 17 February 2012, indicate interest in the acquisition by providing to the contracting office a capability statement and a positive statement of eligibility as a Small Business. The capability statement shall include the following: Ability to meet all technical requirements outlined in this notice DUNS number CAGE code Small Business classification as a Small Business If adequate interest is not received from Small Business Concerns, the solicitation will be issued as unrestricted without further notice. The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance, and a price proposal for evaluation by the Government. Notifications of interest must be submitted in writing via email; phone calls will not be accepted. Notifications that do not address all the required information will not be considered. Interested parties should respond as soon as possible but no later than close of business 17 February 2011.
