- The National Park Service, Historic Preservation Training Center, is soliciting proposals for all labor, materials, equipment and tools necessary to provide transportation, pick-up and delivery, cleaning, metal fabrication, metal repairs, fence panel disassembly and assembly, replacement pieces, surface preparation, painting and in-field touch-up of metal fence panels, post, and brace assemblies, pedestrian gates and components for 'Restore Historic White House Fence, Metalwork and Finishes' project, Washington, D.C. The work identified in the specifications and drawings is to perform historic treatment of ornamental metal work as follows: clean ornamental metal surfaces; remove paint; remove or treat corrosion; repair existing metal, including patching, splicing, and reinforcing to retain as much original material as possible; replace existing metals with new materials; prime and coat metal fencing and gate surfaces, field touch-up metal fencing and gate installation after installation by others; and castings. A Preproposal Conference and Site Visit is tentatively scheduled for March 6, 2012 at 9:30 a.m. at the National Park Service, Jenkins Cannery Building, 106 Commerce Street, Frederick, MD, Please confirm the final date in the issued Solicitation. Proposals will be evaluated by the Technical Evaluation Panel using the Evaluation Criteria and assigned weights identified in the Solicitation. Criteria A, Technical Approach, Maximum Score 35 Points; Criteria B, Samples of Work, Maximum Score 30 Points; Criteria C, Facilities and Equipment, Maximum Score 15, Criteria D, Proposed Personnel, Maximum Score 15 Points, Criteria E, Past Performance, Maximum Score 5 Points, and Criteria F, Price. The Government anticipates award of a Indefinite Quantity firm-fixed price contract on or before May 10, 2012. The contract will be for a one-year period with two twelve month options to extend the period of performance. The contract will contain a minimum workload guarantee of $100,000. The maximum workload will be $200,000 per year for a cumulative workload of $600,000. The Solicitation with be issued electronically on the Federal Business Opportunities Website http://www.fedbizopps.gov and the Department of Interior's National Business Center (NBC) website at: http://ideasec.nbc.gov. Offerors interested in the doing business and receiving a copy of the Solicitation must register on both the Fed Biz Opps (www.fedbizopps.gov) and ideas (ideasec.nps.gov) websites. The Solicitation with specifications shall be posted on or about February 28, 2012. NO HARD COPIES OF THE PACKAGE WILL BE ISSUED. A hard copy of the Technical and Business proposal shall be submitted to the address identified in the Solicitation package, on or before 12:00 p.m. local prevailing time on April 5, 2012.
