Sample form Statement of Work (SOW) for Engineering Support for Procurement of ITER Steady State Electrical Nework Overview of the US In-Kind Contributions to the ITER Steady State Electrical Network The International Thermonuclear Experimental Reactor (ITER) is a project underway in Cadarache, France to construct a device that will demonstrate nuclear fusion power at a powerplant-relevant scale (http://www.iter.org/ ). The work scope associated with the Steady State Electrical Network (SSEN) materials and supplies is assigned to the Princeton Plasma Physics Laboratory (PPPL), a national laboratory operated for the United States Department of Energy (DOE) by Princeton University under Contract No. DE-AC02-09CH11466. PPPL is responsible for the work described in a Statement of Work (SOW), posted on PPPL website http://procurement.pppl.gov/Procurement%20Opportunities.HTM. This SOW covers engineering support services related to the specification, procurement, and manufacturing of the AC power distribution equipment comprising the US Domestic Agency contribution, to be provided by the Engineering Support Subcontractor (ESS). The ESS shall produce purchasing specifications suitable for the procurement of various electrical equipment for the SSEN 400kV substation and medium voltage distribution at 22kV and 6.6kV including circuit breakers, disconnect/earthing switches, substation transformers, switchgear, power transformers, and related items. The format/template of the specifications shall be determined by the ESS consistent with standard practice as applicable to each type of equipment along with PPPL requirements for specifications. The ESS shall develop, in consultation with PPPL, a list of manufacturers from which offers will be sought, considering the global manufacturing community. The PPPL Procurement Division will issue solicitations, lead the evaluation of offers, negotiate with selected suppliers, and place and administer all contracts for the purchase of the subject equipment. Therefore procurement services and responsibility are not included in the scope of this SOW. The ITER Project will utilize a Global Transport and Logistics Service (GTLS) and will take responsibility for shipment. Therefore support for shipping and related items such as insurance, tariffs, etc., is not included in the scope of this SOW. The ESS shall develop and maintain an overall schedule for the design and production of the equipment including major milestones. The ESS shall maintain an effective Quality Assurance Program with implementing procedures to assure compliance with this SOW. The ESS shall interface directly with each manufacturer to coordinate activities and to provide on-site Quality Control (QC) services. PPPL shall be kept informed of activities and shall have final approval authority with benefit of recommendations of the ESS. It is the intent of PPPL to issue a Request for Proposals (RFP) to perform the work objectives described in the SOW during the month of February 2012. The subcontract period of performance will be approximately two and a half years (July 2012 through December 2014). This announcement is not a solicitation and does not obligate PPPL to issue a solicitation. Interested parties who feel that they possess the capabilities to provide the services described above should submit a capability statement demonstrating their capabilities to perform this work. Please note that corporations who are involved in the manufacturing of electrical equipment are welcome to submit a proposal. However, to avoid potential conflicts of interest, their manufactured equipment would be excluded from the SSEN procurements. Information submitted should describe your organization, personnel, facilities, applicable subcontractor network and past experience to meet specific needs stated above.
