- DESCRIPTION: Contractor shall provide services to perform the duties of a Water Treatment Operator. The work consists of the operation and maintenance of small drinking water systems for the Six Rivers National Forest on the Smith River Recreation Area, Lower Trinity Ranger District, and/or Mad River Ranger District. The Contractor may bid on any or all district locations. The Contractor is required to independently operate the water systems to ensure they comply with primary and secondary drinking water standards. Water system operation is required seven days per week, including holidays. The work shall consist of full operation of the water systems to meet applicable State and Federal regulations. Scheduling shall be coordinated on a weekly basis as agreed to by the Forest Service and the Contractor. Operators shall have a minimum of a Grade 2 Water Treatment Operator Certification in the State of California. The State Certification must be kept current for the full contract term. The Contractor shall have a basic knowledge of electrical, plumbing, water treatment equipm,ent, personal computers and software applications. All drinking water systems are operated as public drinking water systems utilizing filtration and disinfection. This acquisition is a 100 percent small business set-aside. The Northern American Industry Classification System (NAICS) code is 221310 with a size standard of $7.0 million. A firm-fixed price purchase order will be issued. All firms or individuals responding must be registered with the Central Contractor Registration (CCR). Information concerning CCR registration requirements may be viewed via the Internet at http://www.ccr.gov or by calling the CCR Registration Center at 1-888-227-2423. CONTRACT TIME: Period of performance is six months with an estimated start date of May 1, 2012 and an end date of October 31, 2012. SOLICITATION ISSUANCE: A commercial items solicitation will be issued on or about February 13, 2012, with a response due date of March 7, 2012. The solicitation will be posted at this website for viewing and printing. PRE-BID MEETING: A pre-bid meeting is tentatively planned for February 28, 2012. Time and location will be included in the solicitation at time of issuance. Potential offerors are encouraged to attend the meeting to view a Forest Service owned water system.
