Description
Statement of Work (SOW) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation, quotes are being requested and a written solicitation will not be issued. This solicitation will be evaluated and awarded per the prescribed procedures of FAR Part 13, Simplified Acquisition Procedures. The solicitation number for this procurement is FA4803-12-Q-A068 and is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-55, Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 20120130 and Air Force Acquisition Circular (AFAC) 2012-0104. The North American Industry Classification System code for this acquisition is 713990, with a Small Business Size Standard of $7.0M. This acquisition is a full and open. This is Firm Fixed Price procurement and will be procured using commercial item procedures and award will be based best overall value. The contractor shall furnish the following to Shaw AFB, South Carolina: Contract Line Item (CLIN) 0001: Contractor will provide "Shooters in Charge" Pyrotechnics for the Shaw Fest Air Show at Shaw AFB South Carolina, IAW Air Force Instruction (AFI) 11-209 "Aerial Event Policy and Procedures", and Air Combat Command (ACC) Supplement 1, as applicable. In addition, only those personnel and Companies who are International Council of Air Shows (ICAS) Safety Committee Approved and Qualified and Approved Air Show Shooters in Charge for ACC Demo Team Aircraft, as listed by ACC for the 2011 Air Show Year, will be considered for award. Please see the attached STATEMENT OF WORK (SOW) for further information. DESCRIPTION OF PYROTECHNICS SHOOTERS IN CHARGE SERVICES. Using acts provided, produce a Pyrotechnics Air Show schedule incorporating time allotted for show. Provide direct control and coordination of the pyrotechnics and the Air Show performers within the confines of the set schedule. Liaison with the FAA Representatives (FSDO) and Emergency Services personnel prior to, during and following the show. Conduct the mandatory Pyrotechnics Air Show Briefing for all performers prior to each show event as applicable, at a location provided by the Air Show sponsor. CONTRACTORS LIABILITY INSURANCE. The contractor shall maintain personal liability insurance. LODGING. Shaw AFB will provide one (1) room. If more rooms are required, contractor shall specify the minimum number required as part of the response to the RFQ. For evaluation purposes, the contractor is required to list in the proposal the number of additional rooms needed. This will determine the total proposal cost for evaluation purposes only. TRANSPORTATION. Shaw AFB will provide one (1) automobile upon arrival and for the duration of the Shaw AFB Shaw Fest 2010. If more vehicles are required, contractor shall specify the minimum number required as part of the response to the RFQ. For evaluation purposes, the contractor is required to list in the proposal the number of additional automobiles needed. This will determine the total proposal cost for evaluation purposes only. End Item Description. FOB point is Destination. THE PERIOD OF PERFORMANCE IS: 4 May 2012- 6 May 2012. PROVISIONS/CLAUSES: The provision at FAR 52.212-1, Instructions to Offerors - Commercial Item, applies to this acquisition. FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this solicitation. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items, applies to this solicitation. Specifically, the following clauses cited are applicable to this solicitation, FAR 52.219-6, Notice of Total Small Business Aside, FAR 52.222-3, Convict Labor, FAR 52.222-19, Child Labor-Cooperation with authorities and Remedies, 52.222-21, Prohibition of Segregated Facilities, FAR 52.222-26, Equal Opportunity, FAR 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and other Eligible Veterans, FAR 52.222-36, Affirmative Action for Workers with Disabilities, FAR 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era, FAR 52.225-13, Restriction on Certain Foreign Purchases, FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders applicable to Defense Acquisition of Commercial Items, applies to this solicitation. EVALUATION OF QUOTATIONS/OFFERS: Quotes/offers will be evaluated IAW 13.106-2. Award will be made to the responsible offeror whose quote/offer represents the best value in terms of price, AND recent and relevant past performance with DOD air shows with attendance over 50,000, within 3 years of the date of this issuance. Quotes must be signed, dated and submitted by 22 February 2012, 2:00 pm, Eastern Standard Time (EST) to the 20th Contracting Squadron/LGCA, Attn: Mr. Daniel P. LATE OFFERS: Offerors are reminded that e-mail transmission of quote/offer prior to the closing date and time will not constitute a timely submission of quote/offer unless it is received by the government prior to the closing date and time. Quotations/offers or modification of quotes/offers received at the address specified for the receipt of offers after the exact time specified for receipt of offers WILL NOT be considered (ref. FAR 52.212-1(f)). All contractors must be registered in the Central Contractor Registration http://www.ccr.gov database prior to any contract award.
