Description
The proposed action is for 5 summer interns resulting from the utilization of the Hispanic Association of Colleges and Universities National Intern (HACU) Program in support of the Naval Supply Systems Command, Mechanicsburg, PA. It is expected that the 5 interns will be employed for the period from 4 June through 25 August 2012 at the following locations: 1837 Morris Street, Norfolk, VA 23511; GLS, 937 North Harbor Drive, San Diego, CA 92132-5026; WSS, 700 Robbins Avenue, Philadelphia, PA 19111 and any NAVSUP activity located at 5450 Carlisle Pike, Mechanicsburg, PA. Interns will provide management support to the supervisor, analyst, specialist and/or other management assistants in the development, implementation and maintenance of plans, programs and procedures relating to functions of the organizational unit. Assist higher grade analysts/specialists in the conduct of comprehensive surveys by performing various fact-finding and research tasks. Research, gather and perform routine analysis of specific management data from prescribed sources. Participate in discussions and meetings relative to projects and assignments and monitors project/survey progress. Using Simplified Acquisition Procedures, under FAR Part 13.1, the Government intends to solicit only one source, the Hispanic Association of Colleges and Universities (HACU). HACU has been determined to be the only source for this Government requirement. The Executive Order 13171, signed October 12, 2000 established policy to increase Hispanic employment in the federal government. All executive branches, including Department of Defense, were directed to develop and maintain a program for the recruitment of Hispanics in Federal employment. Each agency was to implement the goals of the Government-wide Hispanic Employment Initiatives issued by the Office of Personnel Management ™s (OPM) Nine Point Plan. The Plan encourages Federal agencies to participate in the Hispanic Association of Colleges and Universities (HACU) National Internship Program. HACU is the only known source that, through an existing agreement with DOD, can utilize known workforce information to assist their member institutions in developing and implanting curricula and other career development programs to teach and train students for careers in business, national security, science and technology. HACU provides diverse, well qualified students. In addition, HACU maintains a ready database of diverse intern resumes immediately available for selection to support summer intern requirements. Furthermore, HACU provides local housing support based on an evaluation background checks. They have the resources in place to research the area to locate housing that is safe and reliable, fully furnished, have laundry facilities and are from reliable, local individuals that are willing to accept a short term lease for the duration of the program. This is not a request for quotes. Interested persons may identify their capability to provide the required summer interns. Information received as a result of this notice of intent will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the government. However all capability information received by 12 PM (local time) on 13 February 2012 will be considered by the Government. All responses may be emailed to gomati.poonai@navy.mil.
