Description
Contracting Office Address: Environmental Protection Agency, Administrative Contract Service Center, 1200 Pennsylvania Avenue, N.W., Washington, DC 20460. Description: NAICS Code: 561621 ? Security Systems Services (except locksmiths) with a Small Business Administration (SBA) size standard of $12.5 million. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and under the authority of FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation includes the incorporated provisions and clauses in effect through Federal Acquisition Circular 05-55. The North American Industry Classification System (NAICS) Code for this procurement is 561621 and is being conducted as a small business set aside. The US Environmental Protection Agency?s (EPA) Criminal Investigation Division (CID) is requesting that vendors submit a quote for a firm fixed price Purchase Order for the installation of a Physical Security Intrusion Detection System as set forth in the attached Statement of Work (SOW). Given the sensitivity of this requirement, all interested contractors must request a drawing of the office layout directly from the Contracting Officer via email at fisher.trina@epa.gov. A physical walk thru of the location is recommended but not required. The available date for the walk through is February 28, 2012. Failure to request the drawings will result in ineligibility for issue of the order. The contractor?s quote must demonstrate sufficient understanding of the project scope, drawings, and system requirements, regardless of attendance at the walk thru. All questions must be submitted via email to the Contract Specialist, Trina Fisher, at fisher.trina@epa.gov no later than March 5, 2012. No questions will be answered at the walk thru ? all questions must come through email. No telephone inquiries will be accepted. Period of Performance: The period of performance for this order shall be for five (5) business days with final testing and acceptance on the 5th day. The estimated requested start date for this order is March 26th, 2012, but is subject to change by the Project Officer. For this requirement, the successful contractor must provide adequate technical staff to complete the installation within the 5 day period within normal business hours of 7:30 am ? 5:00 pm. Response Requirement: Interested contractors must submit information necessary to demonstrate their capabilities to support the EPA security requirements including acquisition, installation, configuration, testing, training and warranty of a physical intrusion detection system as specified in the attached Statement of Work. This information must include a schedule and implementation plan for completion of the requirement along with a staffing plan to ensure timely completion. Additionally, contractors must provide a narrative demonstrating experience on projects similar in scope and complexity to this requirement. Preference will be given to contractors with similar experience to this requirement with Federal, State, or Law Enforcement Agencies. Contractors must also include three references who can evaluate their performance on current contracts or contracts completed within the last three years, of similar scope and magnitude, from a customer?s perspective. Firm Fixed Price Quotes must be submitted by March 9, 2012. Quotes must include the company?s name, point of contact, address, area code and telephone number and (mandatory) DUNS number. All quotes received without a valid DUNS number (those not registered in the Central Contractor Registration (CCR) or inactive in CCR (www.ccr.gov)), will be considered ineligible. Issue of the purchase order will be made to the contractor that offers the best value to the Government, considering price, past performance, installation schedule and implementation, and technical experience. Instructions: FAR 52.212-1 "Instructions to Offerors - Commercial" applies to this acquisition. Offerors are to include a copy of FAR provision 52.212-3 "Offeror Representations and Certifications - Commercial Items" with their response. The following FAR clauses also apply: 52.212-4 "Contract Terms and Conditions - Commercial Items" and 52.212-5 "Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items", with the clauses cited further in this synopsis as being applicable. The aforementioned provisions and clauses can be accessed electronically at http://acquisition.gov/comp/far/index.html. Prospective sources are reminded that award can only be made to a contractor who is registered in the Central Contractor Registration (www.ccr.gov) database with an active Dun & Bradstreet Number.
