Description
Description(s): TWO RIVERS DAM, RESERVOIR AND FLOOD CONTROL FACILITIES PROJECT, CHAVEZ COUNTY, NEW MEXICO. The proposed acquisition is an unrestricted procurement open to both large and small business concerns. NAICS is 561210/SIC 8744, with a size standard of $35,500,000.00. The magnitude of this contract will be between $500,000.00 and $1,000,000.00. The contract will have a Base Year and four (4) Option Years. Offerors' attention is directed to Section 00100 in the Solicitation for information regarding a tour of the site. The Solicitation will be issued on or about 24 February 2012, with proposals due on or about 26 March 2012. Offerors are advised that this requirement may be delayed, cancelled or revised at any time during the solicitation, or final award process, and is subject to the availability of funds. Services to be performed under a firm fixed price performance-based contract will consist of oversight, inspection, operation, and maintenance of high hazard dam facilities and property. Services include maintaining records and logs, coordination of services with Federal, State, City and local stakeholders, providing emergency response in flood fight situations, participation in emergency planning and exercises, providing and operating heavy equipment, providing on-call services during off-duty hours to include Saturdays, Sundays, and holidays. The principal features of the Two Rivers Dam, Reservoir and Flood Control Facilities project are two rolled earth-fill dams with a common reservoir, two off-channel uncontrolled spillways, an uncontrolled conduit in Rocky Dam, a gated conduit in Diamond "A" Dam, an office building, a maintenance building, service roads, and public use facilities. THE PROJECT WILL BE ADVERTISED AS A REQUEST FOR PROPOSAL. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Evaluation by the Government will result in selection of a firm that represents the best overall value to the Government. The proposed procurement will result in a firm fixed price contract.
