Description
WAGE DETERMINATION STATEMENT OF WORK (SOW) HSFLGL-12-Q-00102 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. HSFLGL-12-Q-00102 is issued as a Request for Quote (RFQ). This solicitation is being issued as a small business set-aside. The North American Industry Classification Systems (NAICS) code for this requirement is 721110 with a size standard of $7 million in annual receipts. REQUIREMENT: The Federal Law Enforcement Training Center's (FLETC) Rural Policing Institute (RPI) is sponsoring a State and Local Law Enforcement Training Symposium (SLLETS) for up to 150 state and local law enforcement officers in Bismarck, AR March 19-20, 2012. The services required to meet the government's needs include commercially available lodging, classroom/meeting space, audio visual equipment, registration area, parking, and must be located in the city of Bismarck, AR. In accordance with the Statement of Work (SOW) requirements for the Rural Policing Institute - State and Local Law Enforcement Training Symposium (SLLETS): LODGING: - single occupancy rooms 140 Rooms x 3 nights = 420 DATES: Arrive 3/18/2012, Depart 3/21/2012 LOCATION: Bismarck, Arkansas AUDIO VISUAL EQUIPMENT: In accordance with the Statement of Work (SOW) CLASSROOM SPACE, STAFF MEETING AND STORAGE SPACE: In accordance with the Statement of Work (SOW) REGISTRATION AREA: In accordance with the Statement of Work (SOW) PARKING: In accordance with the Statement of Work (SOW) CANCELLATION OF RESERVATIONS: The Government reserves the right to make changes 72 hours in advance without incurring any penalty or cost for CANCELLATION. If cancellations are made due to non-conformance with contract requirements, no notice shall be required and the government will not be liable for additional cost. Should an occupant depart prior to the departure date of a delivery order, the Government will modify the delivery order at the time of invoice certification to reflect actual number of nights lodging provided during required/requested dates. STATEMENT OF WORK Rural Policing Institute- State and Local Law Enforcement Training Symposium March 19th and 20th Bismarck, AR 1. Background The Federal Law Enforcement Training Center's (FLETC) Rural Policing Institute (RPI) is sponsoring a State and Local Law Enforcement Training Symposium (SLLETS) for up to 150 state and local law enforcement officers in Bismarck, AR March 19-20, 2012. A hotel is needed to meet the government's requirements for lodging and meeting space and must be located in the City of Bismarck, AR. 2. Tasks 2.1 Lodging (March 18, 2012 through March 20, 2012)) • Sleeping rooms are needed for 5 instructors and FLETC staff members for the nights of March 18th, 19th and 20th. (This is a total of 15 room nights.) These participants will contact the hotel to reserve their rooms with their personal credit cards. These individuals will pay for their rooms separate from the Purchase Order. • Sleeping rooms are needed for up to 140 students for the nights of March 18th, 19th and 20th (This is a total of up to 420 room nights.) The FLETC will provide a rooming list to the hotel 14 days in advance of March 18th, but reserves the right to alter this list until 72 hours before March 18th. The participants will provide personal credit cards upon check-in, to which any incidental expenses will be charged (movies, room service, additional nights of lodging other than those specified in Statement of Work (SOW)). *The number of rooms may increase or decrease, and participants may elect not to stay all three nights. 2.2 Classroom Space and Audiovisual Equipment (March 19th, 2012 through March 20th, 2012) • Classroom space is needed that can accommodate up to 150 students. The room should be arranged in a classroom-style setup. Specifically, chairs must be arranged at draped rectangular tables with no more than six chairs per table, facing forward. • At the front of the room, there must be a raised stage or platform, one standing podium with a fixed microphone, and two wireless lavaliere microphones. • At the front of the room, the hotel will provide two audiovisual carts within reach of electricity, two 10x14 projector screens, connections between the two FLETC-provided projectors and FLETC-provided computer, and a connection into the house system. • Audiovisual equipment must be set up by 5:00 p.m. on Sunday March 18th 2012 and must be checked for functionality. The FLETC will provide its own computer and projectors, and FLETC staff will be available to assist the audiovisual technician in connecting the FELTC's equipment to the hotel provided equipment. • A technician must be available between 8:00 a.m. and 4:00 p.m. March 19th and 20th to assist with any problems involving audiovisual equipment that might occur during the training program. • The door to this room must lock, and FLETC staff must either be given a key to access it during the time period specified, or hotel staff must be available to provide FLETC staff with access to the room. 2.3 Staff Meeting and Storage Space (Feb 20, Feb 21st, Feb 22nd and Feb 23rd) • A room with a minimum of 500 sq. feet is needed for purposes of storing training supplies and for instructor meetings. The room must have at least four rectangular six-foot tables, with two chairs per table. At least one table must have a phone line and an electrical outlet within reach of it. This room must be accessible to FLETC staff from 8:00 a.m. on Sunday March 18th, 2012 through Tuesday March 20th, 2012. The door to this room must lock, and FLETC staff must either be given a key to access it during the time period specified, or hotel staff must be available to provide FLETC staff with access to the room. 2.4 Registration Area • A space must be allotted in a prominent location near the classroom space described in Section 2.2 of this SOW. The purpose of this space is for FLETC staff to register and/or check credentials students for the training program. This space must contain two draped six-foot tables, each with two chairs. This space must be available from 7:00 am until 4:00 pm March 19th 2012, through March 20th, 2012. 2.5 Miscellaneous Requirements • There must be no charge for meeting space usage. • There must be complimentary parking available for participants whose lodging will be paid through the Purchase Order, as described in Section 2.1 of this SOW. • Seminar equipment and supplies will be shipped to the hotel, arriving one week prior to the seminar. Approximately 10 boxes are expected. The hotel will store these boxes until FLETC staff arrives to move them into the storage space described in Section 2.4 of this SOW. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.219-6, 52.222-3, 52.222-26, 52.222-35, 52.222-36, 52.222-41, 52.222-41, 52.232-33. The Government intends to award a single firm-fixed price award contract as a result of this solicitation. However, the Government reserves the right to issue multiple (split) awards if it is in the best interests of the Government to do so. Offerors limiting their proposal acceptance to an ‘all or none' condition may render it ineligible for award. This is NOT a solicitation for Event Planning Services or 3rd Party Event Planning Services. The FLETC will not consider a proposal submitted by an offeror that is not a hotel. An offer which requires the Government to execute a separate agreement with a third party hotel shall be deemed technically unacceptable. Prospective sources are reminded that an award can only be made to a Contractor who is registered in the Central Contractor Registration (CCR) database in accordance with FAR Subpart 4.11.
