Description
THIS IS A PRE-SOLICITATION NOTICE. THE SOLICITATION WILL BE ISSUED AS A SERVICE DISABLED VETERANS COMPETITIVE SMALL BUSINESS SET-ASIDE. The Government intends to acquire services using FAR Parts 19 and 15. The Government is seeking to award a firm fixed price contract to a company or a teaming arrangement that will provide excellent Logistics Services at the Federal Law Enforcement Training Center (FLETC) at Glynco, Georgia. Three Award Term years will be added to this requirement. Currently the Federal Law Enforcement Training Center trains approximately 15,000 students per year and serves 90 agencies that demand high performance standards. These high performance standards require logistics services be accomplished in an efficient, effective, and timely manner. The Government is seeking to increase the quality of their standards of this requirement to a higher level of effort. A Bid bond, Performance bond and Payment bond will be required on this requirement. The interested offerors will be required to submit a Quality Control Plan, a Service Management and Administration Plan that includes a Management and Administrative Structure Plan and a Risk Matrix, a Safety Plan with a Lead Compliance Plan and a Contingency Plan. Also required will be an Environmental Management Plan and the Key Management Personnel with qualifications with their proposal. The logistics services to be performed are post office operations, inter-office mail, parcel/pickup/delivery service, postal operations services reports, furniture equipment assembly, repair/installation and relocation of furniture, property management support, inventory accounting services, sign engraving, spent ammunition sorting and packaging, administrative supplies, on-call services for moving, support and contingency and automotive materials warehouse services for FLETC Glynco, Georgia. The Contractor shall furnish all labor, equipment, supplies and supervision, to perform logistics services at FLETC, Glynco, Georgia. The Contractor is responsible for planning and scheduling work to ensure material and labor availability is adequate to complete work requirements within the response times and quality standards. The FLETC has numerous classroom buildings. The contractor will be responsible for planning and scheduling work in these buildings so that training is not interrupted. The designated NAICS Code is 561210, Facility Support Services, and the size standard is $35.5 million. The FLETC anticipates award of a Firm Fixed-Price, Single Award Contract with Labor Hour Contract Line Items for the On-Call services. This award will include a 15-day phase-in period with a base period of twelve (12) months and four (4) 12 month option periods. Also, three (3) 12 month Award-Term options are being considered. The solicitation will be will be posted in FEDBIZOPPS and issued on or about February 27, 2012 and will close on or about April 10, 2012. The Government will hold a site visit at FLETC, Glynco on March 14, 2012. This will be reflected in the solicitation. All dates are tentative. The Government intends to award the follow on contract to start full performance effective October 1, 2012. All amendments will be posted on FEDBIZOPPS.
