- The Department of Veterans Affairs, Network Contracting Office (V18 NCO), in support of the VA Southwest Health Care Network (VISN 18.) intends to award a sole source purchase order to Hanger Prosthetics and Orthotics, Tucson, AZ in order to procure two Otto Bock X2 Microprocessor Knees and two Triton feet for an eligible veteran patient treated at the Southern Arizona VA Healthcare System. This procurement is being accomplished in accordance with FAR Part 6.302- 1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Veterans Health Administration (VHA) Handbook 1173.3 permits eligible veteran patients to utilize a commercial source of their choice to provide prosthetic devices that have been prescribed by the Department of Veterans Affairs (VA) hospital provided the vendor accepts the VA preferred provider rate for the geographic area. The applicable NAICS for this requirement is 339113. This notice of intent is NOT a request for competitive proposals. A determination not to compete the proposed procurement is based upon responses to this notice is solely within the discretion of the Government. No solicitation document is available and telephone requests will NOT be accepted. However, any firm that believes it can meet the requirements may give written notification to the Contracting Officer. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements. Information can be sent to the Contracting Officer (9-90C) ATTN: Daniel Thiel, V18 NCO, 3601 S. 6th Avenue, Tucson, AZ 85723. If no responses are received, the V18 NCO will proceed with the sole source procurement to Hanger Prosthetics and Orthotics, Tucson, AZ.
