- The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items necessary to provide contracted supplies, unless specified as provided by the Government. Items include: #2 Heating Oil, supply and delivery: Estimated Annual amount of 6,000 gallons to Lewes, DE for the CAPE HENLOPEN US Army Reserve Center. Delivery will be on an on-call, as-needed basis. This is a commercial unrestricted acquisition. This solicitation is a request for quote and is issued as unrestricted with a primary North American Industry Classification System (NAICS) of 324110 and a size standard of 1500 employees. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-55. Prospective contractors must be registered on Central Contractor Register (CCR) and Online Representations & Certifications Application (ORCA). The entire solicitation will be made available on or about 7 FEB 2012 via Army Single Face to Industry (ASFI) Acquisition to Business Website located at https://acquisition.army.mil. The required response date will be stated in the solicitation. It is the responsibility of the offeror to review the web page for notice of amendments, updates or changes to the solicitation. No hard copies will be mailed. All potential sources must obtain a DUNS number and register in the Central Contractor Register (CCR) in order to transact business with the government. Failure to obtain a DUNS number and register in the CCR may result in the delay of award of a contract or possible award to the next otherwise successful offeror who is registered in the CCR at the time of award. Note: FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS ACQUISITION. NO CONTRACT AWARD WILL BE MADE UNTIL APPROPRIATED FUNDS ARE MADE AVAILABLE, ALTHOUGH ALL EXPECTATIONS ARE THAT THE REQUIREMENT WILL BE FULLY FUNDED BY 1 MAR 2012.
