- Description
- The U.S Department of Energy (DOE), Environmental Management Consolidated Business Center (EMCBC) is anticipating issuance of a Request for Proposal (RFP) DE-SOL-0003653 for Mobile Loading Unit (MLU) Services in support of the Waste Isolation Pilot Plant (WIPP) and the Central Characterization Project (CCP). The WIPP is a DOE facility, located in Carlsbad, New Mexico, designed and constructed to safely and permanently dispose of the nation's defense-related transuranic (TRU) waste inventories. WIPP is the only facility in the United States specifically designed for the permanent disposal of defense generated TRU waste. The MLU Service is an on-going requirement that supports the loading of Transuranic (TRU) waste containers for shipment to the WIPP facility for permanent disposal. The requirement includes: 1). Providing skilled and qualified personnel to perform the physical loading of both Contact Handled (CH) and Remote Handled (RH) TRU waste into licensed and approved packagings at various DOE waste generating sites. 2). Complying with all applicable training, qualification, and certifications required for DOE. 3) Obtaining an approved Foreign Ownership, Control and Influence (FOCI) determination, a DOE Facility Clearance, and individual.security clearances for all personnel. The RFP for this requirement is expected to be issued in the second quarter of fiscal year 2012. The North American Industrial Classification System (NAICS) code for this effort will be 561210, Facilities Support Services, with a size standard of $35.5 million. DOE intends to procure this requirement on an 8(a) competitive basis. The Government does not intend to acquire a commercial item or service using Federal Acquisition Regulation (FAR) Part 12. THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSALS (RFP) AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO AWARD A CONTRACT. The solicitation will be available through FEDCONNECT.NET upon release.
