Description
SYNOPSIS FOR W912HN-12-R-0003 ADAL WINN ARMY COMMUNITY HOSPITAL AT FT. STEWART, GA This acquisition is being offered for unrestricted competition. The government is using the Trade-Off Process. The magnitude for the contract is between $25 Million to $100 Million. The resultant contract will be firm-fixed price. The contract will not include options. Description of work: The ADAL Winn Army Community Hospital, Ft. Stewart, GA, include a 43,637 SF addition and 55,000 SF alterations to the hospital as well as building information systems. The hospital additions will provide adequate space for an Emergency Department, Nutritional Care and four departments displaced from temporary building 303. The project renovation affects ancillary, outpatient, administrative departments and support spaces. Sustainable Design and Development (SDD) using LEED Version 3.0 and Energy Policy Act of 2005 (EPACT 2005) will be included. Evidence based design features and phasing will be included. Phasing plan will require the existing facility to be open and completely operational during repairs. Work will include fire protection, detection and alarm systems. Support facilities to include utilities, site improvements, and parking. Access for persons with disabilities will be provided. Comprehensive interior and furnishings design will be provided. Air Conditioning tonnage is estimated at 500 tons. This solicitation will be issued in electronic format only. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored. Offerors must register in the Central Contractor Registration (CCR) at www.ccr.gov. After completing CCR, in order to download RFP documents contractors and their subcontractors must register at www.fbo.gov. Contractors with existing FedTeds logins should be able to use their existing logins. In order to locate solicitation Contractors can go to FedBizOpps and search for the solicitation number at www.fedbizopps.gov. Contractors can register to be put on a plan holders list that others can access through the FedBizOpps site. It is the Offerors responsibility to check the Internet address provided as necessary for any posted changes to this solicitation and all amendments. Award will be made to an Offeror whose technical submittal and price proposal contain the combination of the criteria requested that offers the best value to the Government. Proposals shall include sufficient detailed information to allow complete evaluation. The Government reserves the right to reject any and all offers. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the Offeror. This solicitation will be issued in electronic format only, and will be available on or about 07 February 2012. Note: Response Date referenced under General Information does not refer to the PROPOSAL DUE DATE. Information on the PROPOSAL DUE DATE will be stated in the solicitation. NOTE: Subcontracting Plan - FOR LARGE BUSINESS OFFERORS ONLY. Subcontracting Plan shall be prepared in accordance with FAR 52.219-9. See Section 00800 of the solicitation for a sample plan and format. Offerors must submit six (6) of the Subcontracting Report for Individual Contracts (Standard Form 294) and six (6) of the Summary Subcontract Report (Standard Form 295) in conjunction with the submission of the plan. Savannah District's assigned subcontracting goals are as reflected in Local Clause 52.219-4001, Subcontracting Plan for Small Business.
