- NASA/Goddard Space Flight Center (GSFC) located in Greenbelt, MD intends to issuean Invitation for Bid (IFB) for the construction of a Flight Projects Building (Building36). The facility to be constructed shall consist of approximately 120,000 gross square footdistributed within four stories. In addition the building will have a mechanicalpenthouse. The building will have a steel frame clear span structure with glass andterracotta rainscreen panel walls with sun shading elements. This building will haveinterior demountable and fixed walls. This building will be constructed to achieve aminimum of Leadership in Energy and Environmental Design (LEED) 2009 V3 silvercertification.Associated work includes spread mat foundation, new and upgraded roadways, parking,traffic signalization, security fencing, site lighting, new and upgraded utilities,erosion and sediment control, storm water management, and landscaping. This procurement is a Full and Open Competition. The NAICS Code and Size are 236220(Commercial and Institutional Building Construction) and $33.5M, respectively.In accordance with FAR 36.204, the anticipated order of magnitude for the procurement isover $26,000,000 but less than $32,000,000 million dollars and the effort shall becompleted within 550 calendar days after notice to proceed. Bid bonds and performancebonds will be required against this solicitation and resulting contact.The anticipated release date of the IFB is on or about May 18, 2012 with an anticipatedoffer closing date of on or about June 18, 2012, but this may be updated accordingly. NASA/GSFC anticipates awarding a Firm-Fixed Price type contract for this effort with ananticipated award on or about July 2, 2012.The firm date for receipt of bids will be stated in the IFB. A release of the 90%construction drawings and specifications will be on or about February 17, 2012. The 100%drawings and specifications will be released with the IFB. These documents will resideon a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. The Government does not intend to acquire commercial items using FAR Part 12.
