Description
The New York District of the U.S. Army Corps of Engineers (USACE) intends to issue a Request for Proposal (RFP) for the Construction of (2) identical Earth Covered Magazines (ECM) at approximately 1850 Sq ft. each. Located at Picatinny Arsenal, New Jersey. The ECM's will utilize the Standard Design 7-Bar Earth-Covered Magazine 421-80-06 (modified). The construction of the (2) magazines will be pre-cast reinforced concrete (RC) panel for the roof and wall panels and cast-in-place reinforced concrete(RC) for the floorslab, foundation walls, strip footings, loading dock elements and 26' wide blast door. The precast panels have embedded steel sections to allow for multiple welded connections. The front wall of the magazines acts as a the main access point which acts as a retaining wing wall which holds back the required 2'-0" cover of cohesion-less fill. There is a loading dock located at the front portion of the magazine, approximately 3'-0" above grade level. The buildings are grounded by a perimeter loop and LPS terminals and contain a passive ventilation system. This project will be acquired as a 100% Small Business set-aside via the Lowest Priced Technically Acceptable (LPTA) Method in accordance with FAR Part 15.101-2. It is anticipated that the RFP will be issued on or about 15 Feb 2012 and the proposals will be due on or about 16 Mar 2012. The period of performance for this project is anticipated to be 365 calendar days. This Procurement will be conducted under the North American Industry Classification System Code: 237990. The Small Business Size Standard for this code is $33,500,000. The Magnitude of Construction is between $1,000,000.00 and $2,000,000.00. Proposals will be submitted to the U.S. Army Corps of Engineers, Contracting Division, Room 1843, 26 Federal Plaza, New York, NY 10278. All questions must be submitted in writing via email (microsoft word format)to the POC. The media selected for issuance of Synopsis/Solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the internet. Telephone, email or fax requests for the solicitation will not be accepted or honored. Paper copies of this solicitation and amendments, if any, will not be available or issued. Plans and specifications will NOT be provided in hard paper copy or CD-ROM format. The solicitation and all amendments for this acquisition will be posted on a secure Government website known as FedBizOpps (www.fbo.gov) once the solicitation is issued. Interested parties may download and print the solicitation at no charge from the Federal Business Opportunities (FedBizOpps) website, https://www.fbo.gov. All vendors who want access to the solicitation must be registered with Central Contractor Registration (CCR), located at www.ccr.gov, and FedBizOpps, The system called FedBizOpps has been upgraded as a web-based dissemination tool designed to safeguard acquisition-related information for all federal agencies. Business opportunities can be located in FedBizOpps or the Army single face to Industry (ASFI) acquisition business website https://acquistion.army.mil/asfi.
