Description
Request for Information (RFI) U.S. Office of Personnel Management - Federal Investigative Services Freedom of Information Act and Privacy Act processing solution 1. RFI Announcement This Request for Information (RFI) is issued solely for informational and planning purposes and does not constitute an Invitation for Bids, Request for Proposal, or Request for Quotations. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract, nor do they effect a potential offeror's ability to respond to any future synopsis/solicitation which may or may not follow or restrict the U.S. Government's eventual acquisition approach. Additionally, the U.S. Government will not provide reimbursement for any information that may be submitted in response to this RFI. Respondents are solely responsible for all expenses associated with responding to this RFI. Interested vendors responding to this RFI may provide capability information for all pieces of this requirement or for an entire solution. Respondents will not be notified of any results derived from a review of the information provided; however information gathered may be utilized for technical and acquisition purposes. The U.S. Government will not pay for any costs associated with such demonstration(s) of any software products. This is an RFI and is for informational purposes only at this time. However, if information derived from this RFI and budgetary concerns allow, a solicitation of either full implementation of the RFI's evaluated recommendations or a deductive alternate of that recommendation should ensue. This RFI is sought to accumulate the best and latest information with existing, current, or new technologies. The NAICS Code 541512 Size Standard $25.0 million shall apply to this RFI. This RFI should address systems and applications currently in place at OPM-FIS and range from minimal change of technology all the way to complete system revamping allowing for a complete electronic application (to include secured web based solutions) with storage and recovery sufficient to comply with all archiving and destruction procedures required by Agency and Governmental regulations. This RFI will be open from the date of release for 45 calendar days with the possibility after review and evaluation, a new solicitation being release. This RFI is requested of companies currently involved in the market place where these services/products are available. 2. SCOPE The U.S. Office of Personnel Management (OPM) Federal Investigative Services (FIS) is conducting research for an on-line/electronic FOIA/Privacy Act workflow and processing system to support FIS in processing FOIA and Privacy Act requests. The system must be capable of integrating with electronic components of the OPM-FIS EPIC suite of automated systems, and must provide basic functionality for processes performed by FOIA/PA staff. In addition, FIS requires information about support services including but not limited to: project management, system integration and implementation, ongoing system maintenance requirements, help desk support and transition to operations and maintenance. FIS FOIPA RFI Page 2 of 4 3. BACKGROUND FIS is responsible for conducting a majority of the background investigations (BIs) for the Federal Government to support Suitability and National Security Clearances. The FIS FOI/PA office is responsible for responding to requests made under the FOIA and Privacy Act. The FOI/PA office currently has approximately 40 staff and handles approximately 20,000 FOIA, Privacy, and other requests per year. Through this RFI, FIS is seeking information as to available products and services in order to inform a make/buy decision for obtaining an online/electronic FOIA/Privacy processing system. FIS seeks a solution that integrates with existing FIS systems and architecture, and reduces reliance on paper-based processes. The system should streamline FOIA processing, eliminate hardcopy processing and retention, eliminate the need to conduct paper based review and redaction of responses, and eliminate the need for hardcopy mailing of responses. 4. HIGH LEVEL REQUIREMENTS The following is a list of "preferences" by end users. The best result would address all the concerns below with minimal OPM infrastructure or software change. Information Technology experts within OPM will assist in the final evaluation and recommendation of this RFI. - FOIA and Privacy requests and appeals can easily be entered into the system - Track FOIA and Privacy requests through intake, processing, and completion. - Provide a reliable and easily searchable database for information on FOIA and Privacy requests and similar correspondence - Easily compute, generate, and track invoices and fees - Annual FOIA Report DOJ compliant. Automatically generate annual compliance report for Department of Justice with minimal effort and time. - Provide reports "out of the box" and allow easy user configuration and development of custom reports - Provide multi-level access control and privileges - Configurable workflow and other customization potential (custom tracking fields, case types) - Use templates to quickly generate correspondence - Receive and log-in requests, including duplication detection, metadata tracking, on-line review and redaction, and billing - Ability to archive and retrieve completed/closed requests - Ability to post commonly requested documents/info to a web reading room - Ability to scan in documents in an image format for processing - Ability to scan and import files into the system from our existing data stores - Redaction tool - Find and redact, strike through or highlight one or many documents simultaneously - Create custom redaction templates - Allow for electronically citing exemptions when redacting - Ability to transfer cases among employees and auto notify employees when work is available - Allow referrals and consultations to be completed electronically across agencies - Auto-calculate request due dates based on request type - Calculate Expedite and Fee waiver adjudication periods - Maintain a history of documents (original documents, working documents, final documents with and without meta data). - Open Government Act of 2007 Compliant - Executive Order 13,392 compliant FIS FOIPA RFI Page 3 of 4 - Chart-making capabilities - Audit trail drill down / Maintain User log data - Tracking/reporting ability on all user actions, including modification/deletion history - Email templates to deliver documents to multiple recipients - Link related requests (original, duplicates, follow-ups, or appeals) - Ability to classify/categorize FOIA/PA requests, appeals, and other types of correspondence in the system - Ability to communicate with requesters through email - Ability to assist with maintaining consistency of responses - Document header, footer, watermark and review flags and comment option - Meta data and full text search - Online request submission - Automatic acknowledgement of receipt for online requesters - Public access option/link for requestors to download their documents after processing - Electronically store, retrieve, redact and print responsive documents for delivery to requesters (FOIA, Privacy, and other correspondence) - Ability to integrate legacy data with corresponding data mapping features - Allow delimited data exports - Allow multiple/mass data field changes - Allow end users to add data fields on the fly to the tracking database. - Ability to display cases by track and by sub branch identifiers. - Auto reminder for case deletion based upon retention guidelines - Auto reminder to follow up on consultation cases - Ability to add and delete users from the system - Ability to connect to existing OPM FIS systems (such as eQIP or OPIS) to pull data or documents into the system System Availability: The system should be available 24 hours per day/7 days per week - exclusive of predetermined and managed down time not to exceed 4 hours weekly for maintenance. In addition, there should be system redundancy and disaster recovery capabilities. Performance: The system shall provide real-time access to data. Searches for data based on data values will be satisfied within five seconds, with appropriate indicators displayed to the user of search acceptance and progress. Maintenance and enhancements to the system shall be applied without interruption to the user. Reliability: All components of the system, that the user is dependent upon, shall be consistently accessible, provide real time information of data requested, and provide consistent operational capabilities at all times. Updates, maintenance and enhancements shall be properly tested in a test environment that mirrors the production system to ensure seamless transition of updates and enhancements to the operational environment, providing consistent reliability of the system to the user at all times. Scalability: The system shall be appropriately scalable to incorporate additional users. At this point, it would need to accommodate approximately 40 users with a possible future increase. Security: The system shall conform to the requirements of the OPM application security Assessment and Authorization (A&A) process. The system shall comply with Federal and OPM requirements for maintaining the privacy of personally identifiable information (PII). The system shall be capable of conforming to the NIST 800-53 "High" security requirement, per the OPM A&A process. Usability: System users shall be able to easily learn and use the system for its intended purpose. FIS FOIPA RFI Page 4 of 4 508 Compliance: Respondents to this RFI shall consider the specific Section 508 accessibility requirements detailed in 36 CFR part 1194.21. Information content deliverables shall meet applicable accessibility requirements. Integration: System shall integrate with OPM and EPIC architecture, with the ability to work with FIS's OPIS system (imaged document repository), EBIS (billing system), PIPS, and eQIP. The system should be able to be set up with minimal time/effort/support. Configuration: Ability to configure the system to meet OPM FIS needs. 5. INSTRUCTIONS FOR RESPONDING TO RFI Interested parties should provide the following information: Full or Partial Solution and/or Alternative Solutions - What is the respondent's approach(es) to the requirements stated above? Respondents shall formulate their responses as a requirement-by-requirement analysis, with "Not Available" stated clearly next to any requirements their solutions do not meet. Nature of the Solution - What approach or mix of approaches (e.g., products, tools, processes, and services) does the respondent believe most appropriate for providing the capability that OPM is requesting. Describe preference and options for implementation, whether integrated within OPM or deployed as separate (e.g.: cloud-based) solution with communications to/from existing OPM system architecture. Describe whether any components of the solution are open source. Vendor Experience - Please describe the vendor's experience implementing the solution described above. In addition to the vendor's experience implementing the solution described above, please describe results that customers have obtained in terms of the vulnerabilities that have been discovered and remedied. Vendors should provide references for at least two production clients operating for a minimum of 18 months. All respondents should include application life cycle management requirements or practices. Related Services - Describe project management, configuration support, release management, system integration and implementation, helpdesk and other support services in connection with this offering. 6.
