- This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. Naval Surface Warfare Center (NSWC) NSWC Crane anticipates award of a production contract for a variety of workbenches, cabinets, and tools. The hand tools will be required to have a lifetime warranty. This procurement is set-aside for small business concerns. The North American Industrial Classification Code(NAICS) is 423120 with a size standard of 100 employees. This requirement will be negotiated IAW FAR 15.002(b): Competitive acquisitions. The Contractor must be properly registered in the Government Central Contractor Registration (CCR) to receive an award. Offerors may obtain information on CCR registration and annual certificate requirements by calling 1-888-227-2423, or via the internet at https://www.bpon.gov/cer/. In accordance with FAR 4.1201, the contractor shall also complete electronic annual representation and certifications via the Online Representations and Certifications Application (ORCA) website at https://orca.bpn.gov/ in conjunction with required registration in the CCR database. The Contractor must be registered in the Joint Certification Program (JCP) in order to receive the specifications. Inspection and acceptance shall be at destination. A solicitation will be available at FedBizOpps and NECO however no hard copies of the solicitation will be mailed. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. This procurement is a 100% small business set aside. Submitting a bid from the NECO website by clicking on the Submit Bid does not guarantee offers will be received by the proper person in the correct format.
