Description
The purpose of this request for information (RFI) is to solicit capability statements from industry regarding leadership training for leaders within the Army Sustainment Command (ASC) in our effort to develop an acquisition strategy and subsequent request for proposal. This RFI is not a request for proposal (RFP); therefore, proposals are not requested at this time. A firm-fixed price contract will be contemplated. ASC is providing the leadership training as part of its comprehensive ASC Leadership Development Program. This training will be required to be taught in separate sessions as described below and will develop ASC leaders using the recommended curriculum from the below program objectives. The program will be required to be delivered on site at the United States Military Academy, West Point, NY. The vendor must have comprehensive knowledge and experience working with the U. S. Army and extensive knowledge of the U.S. Army missions, current affairs and world-wide status. Instructors must have the following combined qualifications: - Experience in designing and delivering leadership development programs and courses. - Specialized experience and in-depth knowledge of DA Civilians, Military, AMC and DA organizations. Instructors must be able to tie their military knowledge and experience into each training session. - Experts in teaching effective team building techniques, strategic thinking, and leading change. Training: 20 hours each session; training should be no longer than 3 days in length. Four sessions held during the one year period of performance (POP) of the contract. Training dates will be coordinated with the Contracting Officer's Representative (COR). The COR will provide the contractor a minimum of 21 days notice prior to the start of a session. SUMMARY OF TRAINING CHARACTERISTICS: Program Training The ASC Journey to Leadership (JTL) Tier III - West Point Experience will consist of 6 modules -Army Transformation, Leading Change, Critical Thinking for Strategic Leaders, Team Building and Strategic Thinking, Vision and Leadership. The training program will include instruction provided by the vendor utilizing Army senior leadership on relevant topics of interest to the Army/ASC. Program Objectives (at a minimum must contain): Army Transformation: Provide leaders with a current and comprehensive overview of the United States Army Transformation concept of modernization Elevate the leaders knowledge and intent of Army Transformation through describing the integration of concepts, organizations and technology projected within the Army Provide participants with relevant discussion relative to impacts on ASC missions and further discussion related to ASC support to the Strategic Goal (Relevant and Ready...Today and Tomorrow) Strategic Thinking/Critical Thinking: Elevate leaders' thinking from the "operational" and "tactical" levels to the "strategic" level for improved organizational results Provide leaders with an understanding of the barriers for effective decision making Leading Change: Gain perspective and insights on leadership in volatile, uncertain, complex and ambiguous (VUCA) environments. Assess the participants leadership characteristics as it pertains to leading change Provide leaders with tools and techniques to lead their organizations to thrive in uncertain times and unstable environments. Teambuilding: Provide leaders with a personal experience in an unfamiliar context that demonstrates first-hand the benefits of team objectives rather than individual agendas to work successfully toward a common goal. Help leaders discover their inherent strengths and develop a plan that will allow them to accelerate their effectiveness upon appointment to a more senior leadership role. The vendor will coordinate with the United States Military Academy West Point to provide training/conference rooms on-site at West Point and utilization of all necessary equipment for the teambuilding experience. Vendor will furnish supplies such as paper, pens, audio/visual equipment, flipcharts, markers, etc. and course materials for all training conducted. Vendor will coordinate and provide an Active or Retired Army Officer who is an Army Transformation expert as guest speaker for program opening/kickoff event. Vendor will be responsible for ensuring that all of the above topics are addressed as part of the training curriculum: Experiential Teambuilding: Participants will partake in an experiential learning teambuilding event during the training program. This team building event will consist of crewing on the Hudson River facilitated by experienced rowing instructors. Facilitator must be able to correlate the teambuilding experience back to leadership fundamentals. Additional Information: This RFI is issued solely for informational, planning purposes, and market research in accordance with FAR Part 10. Interested large and small businesses should provide a capability statement that demonstrates their capabilities and relevant past performance in leadership training as identified above. Capability statements should be submitted via e-mail to david.j.burke45.civ@mail.mil.. Responses should be submitted not later than February 9, 2012, 3:00 pm (central time). Telephone requests will not be honored. Your response should identify the size status of your company; whether it is a large or small business based on the NAICS code identified above. Your response should indicate whether your organization is a small disadvantaged business (SDB), Woman-Owned Small Business (WOSB), Service-Disabled-Veteran-Owned Small Business (SDVOSB), Historically Underutilized Business Zone (HUBZone) concern, Historically Black College and University (HBCU), or other educational and minority institutions. Participation in this effort is voluntary with no cost or obligation to be incurred by the government. As such, the government will not pay for any information or administrative cost incurred in response to this RFI. Responses will not be considered as proposals nor will any award be made as a result of the RFI. Furthermore, respondents will not be notified of the results of any review of this RFI; however, clarification of submissions may be requested by the Contracting Officer. Additionally, all submissions become government property and will not be returned. No basis for a claim against the government may arise as a result from a response to this RFI.
