- Air Force Space Command (AFSPC) Space and Missile Systems Center (SMC) Los Angeles Air Force Base Systems Engineering & Integration MILSATCOM Systems Directorate Industry Day Announcement Industry Day Announcement: SMC/MC: RFP # FA8808-11-R-0009 Dates: 14 - 15 February 2012 The DRAFT Performance Work Statement (PWS) and DRAFT Sections L&M will be included as attachments to this announcement on or before the 4th business day after release of this notice for potential offeror's review. These documents are DRAFTS provided for your advance review and are subject to change. They are not the final documents. A complete Final Draft Request for Proposal will be provided to industry for comment before Final Request for Proposal release planned for May 2012. During the planned one-on-one sessions to be scheduled, the program office requests your written input in any form regarding MASIES in all areas but specifically requests Industry perspective on the following key RFP areas: a) Acquisition Strategy Update a. Contract Type b. Base and Option Periods b) PWS Scope a. Ability to Plan / Price / Execute b. Comprehensiveness c. Initial Data Requirements c) Incentive Fee Structure a. Fee Percentage b. Relative Weighting and Key Measurable Success Factors for the Incentive Components (both base and option periods) i. Cost ii. Objective Technical Performance- i.e. Start-Up, Retention, Quality of Deliverables iii. Objective Schedule Performance- i.e. Milestone-based, IMS d) Evaluation Approach a. Section L Proposal Requirements b. Section M Relative Weighting / Areas c. The associated size standard is 1000 employees. Event Description: An Industry Day for the Systems Engineering and Integration (SE&I) acquisition for the SMC Military Satellite Communications Systems Directorate (MILSATCOM) will be conducted at the Gordon Conference Center, 1st floor, Bldg 270, Los Angeles AFB, CA. The general session will be held from 0800 to 1030. One-on-one sessions will be offered to potential offerors, beginning at 1230, and will continue the following day, if required. Sessions must be scheduled by appointment NLT 1700 PST, 10 Feb 2012. Please schedule one-on-one session requests via e-mail contact, at smc.mceo.ss@losangeles.af.mil, Attn: Capt Ernest Kim, MASIES Executive Officer. Industry Day Location: Gordon Conference Center, Area 1 Bldg 270, 1st floor, South end Los Angeles AFB, CA An event representative will be present at the base Main Entrance on North Douglas Street from 0700 to 0830 on the day of the general session to provide parking passes and directions to the GCC. Any attendee that has current access to the base is still required to utilize the event parking pass. Attendees will sign in at the reception desk in lobby of the GCC. Industry Day Participants: Participants must be US citizens or legal residents and must submit the following information via e-mail no later than 1700 PST on 10 Feb 2012 in order to ensure access to the Industry Day site and assure adequate seating for the Industry Day attendees: An alphabetized listing (by last name, first name, organization/company name, and whether or not a US Citizen). Include a cell phone number, an e-mail address, and the number of vehicles for company attendees. Submit the information to smc.mceo.ss@losangeles.af.mil, Attn: MASIES Executive Officer. Teaming prime contractor and subcontractor offerors are encouraged to attend the one-on-one sessions as a team. There is limited parking and carpooling is recommended. Drivers of all vehicles entering the base must have a valid driver's license, vehicle registration, and proof of auto insurance. Attendance at Industry Day will be voluntary. SMC will not provide any cost reimbursement for Industry Day attendance. Participation by small and small disadvantaged businesses is encouraged. Questions and comments provided in advance may be addressed at the general session of the Industry Day. Questions that are initiated during the Industry Day may be addressed at the conference or deferred for a later response. All questions must be submitted in writing.
