- The Bureau of Reclamation, Acquisition Operations Group, Denver, Colorado, intends to award on a sole-source basis to Centre for Energy Advancement through Technological Innovation (CEATI), International, 1010 Rue Sherbrooke O Bureau 2500, Montreal, QC H3A 2R7. The requirement is for participation in a Water Management Interest Group technical research study resulting in reports and a software program studying "Risk Informed Decision Making Framework for Hydro Project Operation under High Inflow Conditions: Accounting for Uncertainty and Risk." Because of the specificity of the study and confidential nature of the information provided in these reports, only contributing CEATI members are able to review the information provided and receive the hard copy reports and software with the following requirements: a)Decision Analysis Software. b)Weather and Flood Forecasting Systems. c)Inflow Routing and Reservoir Simulation and Optimization Models. d)A ready-to-publish report on the results of the investigation. e)Graphical User Interface and Data Storage System to archive all aspects of the event for future reference. f)Supporting Material and Tool-Kit with case studies. g)Final Report with recommendations for implementation strategies. Competition is restricted to only one source per FAR 13.106-1(b)(1). This procurement will be awarded using FAR Part 12 Commercial Item procedures with an intended period of performance of 19 months. Anticipated award date is March 1, 2012. All responsible sources may submit a capability statement or proposal by 12:00 pm MST, February 9, 2012, which shall be considered by the agency.
