Description
The Naval Air Systems Command, Naval Air Warfare Center Weapons Division (NAVAIRWARCENWPNSDIV) intends to modify Cost-Plus-Fixed-Fee (CPFF) contract N6893611C0049 to extend the Period of Performance (OP) at an additional cost, on an other than full and open competition basis. The current contractor is GBL Systems Corporation (GBL). This modification is to extend the current contract PoP from 28 February 2012 to 31 May 2012 for Interoperability Test & Evaluation Capability (InterTEC) and Net-Centric Systems Test Technology Areas of the T&E/S&T Program support services at Naval Air Warfare Center Weapons Division (NAWCWD), Point Mugu, California. The scope encompasses the mission-essential services and materials necessary to support the development of advanced, distributed, test capabilities associated with Net-Centric testing of joint mission areas. This acquisition is divided into two efforts: 1) Net-Centric related test Resource Management Center (TRMC) Central Test & Evaluation improvement Programs (CTEIP) such as the Joint Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (JC4ISR) Interoperability Test and Evaluation Capability (InterTEC) project and 2) Net-Centric related TRMC Test and Evaluation/Science and Technology (T&E/S&T) Test Technology Areas (TTA) such as Net-Centric Systems Test (NST). GBL is the only firm who can provide the required support services mentioned above without an unacceptable delay in fulfilling the Government ™s requirements. This extension to the current contract will allow the Government sufficient time to effectively evaluate a competitive follow-on performance-based task order through Seaport-e. This notice of intent is not a request for competitive proposals; however, any firms believing they can fulfill the requirement of providing the support services as mentioned above may submit a written response within 30 days of the posting of this synopsis, which shall be considered by the agency. The written response shall reference contract N68936-11-C-0049 and clearly show the firms capability, background, experience and assets necessary to perform the required work tasks mentioned above without compromising the quality, accuracy, reliability, and delivery of the products. Written responses shall be submitted by email to kristin.ferguson@navy.mil or mailed to Commander, Code 210000D (K. Ferguson), NAVAIRWARCENWPNSDIV, 429 E. Bowen Rd.
