Description
Synopsis: The Department of Veterans Affairs (VA) Heath Care System, 4500 South Lancaster Road, Dallas, TX 75216, is seeking to provide the outpatient colonoscopy procedures, as described in the attached Statement of Work. Parties capable of providing these services must respond in writing to the attention of the Contract Specialist listed in the announcement by February 9th, 2012 at 2pm CST. Capable parties must also provide in writing, their business size and description/type. This is the only notice of this procurement and no written solicitation will be available. Scope of Work: The Contractor shall provide Colonoscopy Services to include all the necessary personnel, facilities, equipment, materials and supplies to perform the services as specified herein to eligible Veteran beneficiaries as referred by the Department of Veterans Affairs North Texas Veterans Health Care System (NTVHS). All endoscopic procedures shall be performed at the Contractor's facility/facilities, which shall be located within 200 from the VA Medical Center or a radius or all of the Dallas and Tyler, Texas area. Contractor facilities must be compliant with the American Disabilities Act (ADA). The contract effective period shall be for a one-year base period with four (4) one-year optional renewal periods. Note: All quantities are estimates only. The Government shall be obligated to provide payment for all services requested in accordance with the contract. Note: Payments will be made under authority of Title 42 CFR 415.170. Payment shall be based on the procedures prescribed by the Centers for Medicare and Medicaid Services (CMS) and will correspond to the most current and active published CMS rates at the time services are rendered under the contract. The VA will pay per episode of care a price that includes both the technical and professional component. The VA minimum guarantee is 50 procedures per year. The VA maximum should not exceed 3,000 procedures per year. Pricing for this contract is based on the percentage of the Medicare Rates in effect at the time procedure is performed. SERVICES: 1.1.The Contractor shall provide colonoscopy services to eligible veteran beneficiaries in accordance with the statement of work and schedule of supplies and services contained herein. 1.2.The Contractor shall provide health care providers, medical facilities, medical equipment, supplies and all administrative functions sufficient to achieve the contracted level of care in a manner consistent with the standards of the Joint Commission for the Accreditation of Healthcare Organizations (JC), or equivalent, to include Patient Safety Standards (a copy of these standards may be obtained from Joint Commission on Accreditation of Healthcare Organizations, One Renaissance Blvd., Oakbrook Terrace, IL 60181). Contractor's facilities must be compliant with the American Disabilities Act. 1.2.1.Contractor shall have a minimum of two endoscopy centers geographically dispersed throughout our service area. There should be a minimum of two endoscopists in the group. 1.2.2.The contractor must be willing to provide accredited pathology services to be included in the fee for the colonoscopies. 1.2.3.The contractor must include the cost of sedation and/or Anesthesia in the fee for the colonoscopies. 1.3.The Contractor shall comply with Center for Disease Control Guideline for Disinfection and Sterilization in Healthcare Facilities, 2008 for high level disinfection of endoscopes to include training. The Contractor shall follow manufacturer's instructions for high level disinfection of endoscopes. 1.4.The VA shall provide the Contractor with a list of eligible beneficiaries. Contractor shall schedule appointments directly with patients. 1.4.1.The Contractor shall contact patients no later than seven (7) calendar days after receipt of list of authorized patients from VA. The Contractor is required to complete consults within sixty (60) days from notification of required services. VA patients shall receive the same consideration for scheduling on a first-come-first served basis as any other patient, except in a medical emergency. Contractor shall comply with all statutes and regulations applicable to special patient populations such as blind patients, spinal cord injury patients or other patients covered under the Americans with Disabilities Act. 1.5.The Contractor shall communicate with NTVHCS staff to ensure seamless continuity of care for the patients. 1.6.The contractor will process specimens and must provide a paper report signed by the provider. 1.7.The Contractor shall track and document all cases in which a colonoscopy is incomplete; missed appointment(s); and declination of services by patient(s). These instances shall be communicated promptly, in writing, within five (5) calendar days of the incident, to: NTVHCS Director of the GI Endoscopy Unit and Nurse Manager Phone: (214) 857-4132 or (214) 707-5910 Fax number (214) 857-1571 1.7.1.The contractor should provide complete typed reports of the colonoscopies with photographs of important landmarks and/or important findings as well as a complete pathology reports within 2 weeks of completion of the colonoscopies. The reports should include the full name, birth date, and last 4 digits of the patients' Social Security Numbers. 1.7.2.Abnormal results and/or pathology should be reported immediately to Director GI Endoscopy Unit at 214-707-5910. If unable to contact him/her, please call 214-857-1590 to speak with GI attending physician. 1.8.Within ten (10) days of a procedure, the Contractor shall send a copy of the procedure report for incorporation into the patient's Computerized Patient Record System (CPRS) to: NTVHCS Attention: Gastro 111B1 4500 S. Lancaster Rd Dallas TX 75216 1.9.The Contractor shall instruct patients of pre and post procedure care, and provide all bowel preps. 1.10.Patients shall be instructed to contact their NTVHCS Primary Care provider for all post procedural follow-up. NTVHCS shall ensure procedure follow-up and care once the procedure report, signed by the performing physician, and pathology results are made available to NTVHCS. Contractor shall not advise patient to return to their facility for follow-up care. 1.11.In the event of a life-threatening emergency, the contractor shall have patient transported to nearest medical facility for treatment and contact the VA Administrator on Duty (AOD) at (214) 857-1340 once patient is stabilized. The AOD will initiate a report of contract that will be forwarded to the Medical Service and Fee Basis Staff. 1.12.For complication occurring within the first 48 hours to ten (10) days after the procedure, patients must contact VA Nurse Triage Line at (800) 849-3597 EXT 72081 or the nearest medical facility offering emergency services. 1.13.The contractor should report any serious adverse events to the Director of GI Endoscopy and/or the Charge Nurse of the Dallas VA Endoscopy unit within 24 hours of becoming aware of such events. 1.14.PATIENT REFERRAL: The Contractor is not authorized to refer any VA patients for additional medical treatment. A determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. This notice does not constitute a solicitation or a commitment by the Government to later publish a solicitation. No solicitation document is available. Capable parties must submit their ability to provide these items in writing to the attention of the Contracting Specialist listed in this announcement by 2pm CST on February 9, 2012.
