- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Proposals are being requested and a written solicitation will not be issued. The Solicitation Number is FA6606-12-R-0001, Request for Quote. The North American Industry Classification System (NAICS) Code is 562111; size standard is $12.5M. This acquisition is reserved for Small Business concerns. The Government anticipates award of a firm fixed price contact. Westover ARB requires a Refuse/Recycling service contract for five (5) years to include: one(1) Basic Year and four (4) option years. Services are to be performed are the following: 1. Integrated Solid Waste Management 2. Recyclable Material Processing. 3. Disposal 4. Equipment Maintenance 5. Reports and Records This requirement consists of furnishing all labor, expertise, equipment, materials, facilities, transportation, and appliances necessary to complete refuse/reclcying services in accordance with but not limited to the statement of work. This requirement must comply with all the requirements set forth by the Department of Defense (DOD), Air Force (AF),federal, state, and local regulations. Proposals will be evaluated on a Lowest Price Technically Acceptable (LPTA) basis. Please see attached document for details of requirements. The Government anticipates a firm fixed price, single award contract from this solicitation. Additional site visit will be conducted on 15 Feb 2012 at 1000AM at Westover Air Reserve Base, Chicopee, MA. All individuals wishing to attend must pre-register no later than 14 Feb 2012 with the following information: Solicitation number, date and time of site visit, Firm/Company name and telephone number, Visitor's Name and Driver's License number for each attending individual, vehicle description to include make, model, year and color (indicate if rental) to Dawn Whelan via email at dawn.whelan@us.af.mil. Interested parties are highly encouraged to attend the site visit. The contractor is required to acknowledge at the time of closing that the contractor has inspected and is fully cognizant of site conditions. No allowance or consideration will be given after award for condition(s), which existed at the time of the site visit. To receive an award of contract the offeror must be registered in the Central Contractor Registration (CCR) database which can be accessed at the website http://www.ccr.gov or call Assistance Center toll free at 1-888-227-2423. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR number in order to register with the Online Representations and Certifications Application (ORCA) website. Offers shall be submitted NO LATER THAN 12:00PM, 21 Feb 2012, to the Westover Air Reserve Base Contracting Office, ATTN: Dawn Whelan, 250 Airlift Drive, Westover Air Reserve Base, Chicopee, MA 01022.
