Description
This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (Hubzone, 8(a), Small Business, Small Disadvantaged Business, Veteran Owned Small Business or Service Disabled Veteran Owned Small Business) relative to NAICS 541940 (Size Standard $7 million). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. Responses to this sources sought synopsis are not considered responses to any potential solicitation announcement. The Department of Veterans Affairs VHA Network 15 Contracting Office is seeking information concerning possible sources to provide Association for Assessment and Accreditation of Laboratory Animal Care International (AAALAC) accredited veterinary care for research animals located at the Kansas City VA Medical Center 4801 Linwood Blvd, Kansas City, MO 64128. The VA intends to award a contract to a qualified institution to provide these services for the period of time of 04/01/2012 thru 03/31/2013 base year, with four follow-on option years. A Request for Quotes will be posted on FebBizOpps after the VA concludes its market research to the availability of possible sources. These services are currently being provided by expiring contract VA255-P-0178. The Statement of Work below provides a summary of services required. All interested firms shall provide the following information: company name, address, point of contact, phone number, email address, capability statement, business size and socio-economic classification. Telephone responses will not be accepted. Responses must be received in writing no later than 12:00 p.m. CST February 10, 2012. This notice is to assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Responses to this sources sought is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. Statement of Work 1.Veterinarian shall visit Animal Research Facility no less than once per week. Visits are for the purpose of attending to any animal(s) in need of veterinary care. Veterinarian shall consult with any Department of Veterans Affairs (DVA) investigator requesting information or assistance and determining if there are any program issues requiring attention. 2.Veterinarian shall assure that all research involving animals conforms to AAALAC Standards. 3.Veterinarian must provide no less than one training session per year on appropriate use of research animals. Annual training shall be provided to each laboratory member involved in Animal Research. In addition, new employees will receive a 'hands on' orientation that covers general methods for animal handling, injections, and euthanasia. 4.Veterinarian must be accessible to DVA Animal Research Facility personnel and investigators 24 Hours per day, 7 Days per week. 5.Veterinarian shall provide guidance or oversight for the Animal Research Surgical program. Guidance or oversight shall include, but no limited to reviewing the proposed anesthesia, immobilization techniques, analgesia, sedation, and euthanasia. 6.Veterinarian shall perform necropsy, analysis and interpretation of deceased animals as required. Veterinarian shall provide pathology support on a cost recovery basis, excluding veterinary pathologist's time (included in the contract time). DVA will be responsible for any ancillary costs associated with pathology support, including blocking and staining charges, purchase of cassettes, formalin, tissue containers and any service charges incurred accounting for such additional costs. 7.Veterinarian shall be an active member of the DVA Animal Studies Sub-Committee. He / She shall attend every meeting or provide backup in case of absence. The DVA Animal Studies Sub-Committee meets the first Wednesday of every month. The purpose of representation at this meeting is to participate and review the development of Animal Component of the Research Proposal (ACORP) with investigators for all research project. Veterinarian shall also provide expert advice concerning all aspects of animal research under the jurisdiction of the sub-committee. 8.Veterinarian assigned to perform the services covered by this contract shall be licensed in the State, Territory, or Commonwealth of the United States or the District of Columbia. The qualifications of such personnel shall also be subject to review by the Supervisory Research Facility. The Veterinarian must be board certified by the American College of Laboratory Animal Medicine and Must have no less than two years experience in Laboratory animal science and medicine. 9. WORKHOURS: The following terms have the following meanings and are applicable to this contract: A.Normal Work hours: 8:00 a.m. through 4:30p.m, Monday through Friday. B.National Holidays: The ten holidays observed by the Federal Government are: New Year's Day, Martin Luther King's Birthday, President's Day, Memorial Day, Independence Day Labor Day, Columbus Day, Veterans' Day, Thanksgiving Day, Christmas Day C. Any other day specifically declared by the President of the United States to be a national holiday.
