Description
NASA/ARC has a requirement for Thermal Structural Analysis and insight/oversightsupport for the Multipurpose Crew Vehicle (MPCV)/ORION Thermal Protection System (TPS)and structures.NASA/ARC requires senior engineering expertise in aerospace engineering, aero-thermalmaterials, thermostructural design and analysis, and flight test prediction and datacorrelation. Working familiarity with all MPCV/ORION TPS materials systems is required,including the ablative TPS system, AVCOAT, used on the main Heatshield, the shuttle tilebased ceramic TPS system used on the Backshell and the ablative TPS system, carbonphenolic, currently used on the main Heatshield compression pads. NASA/ARC intends to purchase the required services from Neerim Corporation. Thisprocurement is a continuation and outgrowth of specialized work currently being performedby Neerim Corporation. Because of Neerim Corporations capabilities and experience inthis highly specialized field,award to any other source would result in substantialduplication of cost to the Government that is not expected to be recovered throughcompetition. Competition would also result in unacceptable delays in fulfilling NASAsrequirements. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon February 16, 2012 to Robin.L.Wong@nasa.gov. Such capabilities/qualifications will beevaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the Government not to competethis proposed effort on a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
