- Pre-Solicitation - Overhaul of 54H60 Propeller Assemblies and Related Components This is a Pre-Solicitation Notice and NOT a Request for Proposal (RFP) Solicitation. The purpose of this Notice is to allow prospective offerors to make an informed judgment as to whether a copy of the Solicitation should be requested. The formal RFP Solicitation will be officially issued and posted to this website after the closing date of this Notice. The U.S. Coast Guard (USCG), Aviation Logistics Center (ALC), Long Range Surveillance (LRS) Division, Elizabeth City, NC 27909 intends to solicit proposals for commercial item Overhaul of Government owned 54H60 Propeller Assemblies and Related Components used on the HC-130H aircraft. Overhaul of the following items shall be done in accordance with the Air Force Technical Orders (AFTO) specified. The Coast Guard does not own, nor can it provide AFTOs, drawings, or technical data related to this requirement. PROPELLER, AIRCRAFT, NSN 1610-00-689-4847, P/N 54H60-117PL22134, SEVEN (7) EACH, OVERHAUL IAW AFTO 3H1-18-3 Rev. 1 May 2011 HOUSING ASSEMBLY, VA, NSN 1610-01-016-2196, P/N 714325-5, THIRTY SEVEN (37) EACH, OVERHAUL IAW AFTO 3HA2-7-3 Rev. 15 Oct 2011 HOUSING ASSY, PUMP, NSN 1610-01-220-6052, P/N 733872-6, TWENTY FIVE (25) EACH, OVERHAUL IAW AFTO 3HA2-7-3 Rev. 15 Oct 2011 AFTERBODY HALF BODY, NSN 1610-00-873-6424, P/N 560501, FIFTEEN (15) EACH, OVERHAUL IAW AFTO 3HA6-4-3 Rev 15 June 2011 SPINNER, PROPELLER, A, NSN 1610-01-166-9359, P/N 773824-1, FIVE (5) EACH, OVERHAUL IAW AFTO 3HA6-4-3 Rev. 15 June 2011 REGULATOR, PROPELLER, NSN 1610-01-102-3010, P/N 767999-1, FOURTEEN (14) EACH, OVERHAUL IAW AFTO 3H1-18-3 Rev, 1 May 2011 COVER ASSEMBLY, VALV, NSN 1610-00-179-6130, P/N 546488, FOURTEEN (14) EACH, OVERHAUL IAW AFTO 3HA2-7-3 Rev. 15 Oct 2011 USCG Overhaul Specific Requirements a) After receipt of propeller assemblies, the Contractor shall notify the Contracting Officer in writing of any discrepancies noted in the "JR" dimension measurements taken versus those on the blades. b) NOTE: AFTO 3H1-18-3, paragraph F, requires the repair facility to "seal outboard edge with a fillet of PR1750B-1/2 between the boot seam and the spinner seal (approximately ½ inch wide)". The contractor shall also seal the inboard area as well to prevent fluid incursion and increase the bonding surface area. c) Seals, front and rear, reference AFTO 3HA2-7-4, Figure 29, Items 18 and 62, Part Number CR535164-60 shall be used exclusively for Item 18, and Part Number CR535163-60 shall be used exclusively for Item 62. Source: SKF Aerospace Sealing Solutions Div., Elgin IL, CAGE 80201 Cold Rolling of propeller blades shall be performed in accordance with AFTO 3H1-18-3 at an authorized cold rolling facility as specified in the AFTO. All items will be issued to the overhaul facility in one shipment. Propeller Assemblies will arrive disassembled and stored in a GFM re-usable container. Completed Propeller Assemblies shall be delivered to USCG disassembled. The required delivery time for the following items is no later than 45days after receipt of material (ARM): 2 each - Propeller Assy, NSN 1610-10-689-4847, P/N 54H60-117PL22134 5 each - Housing Assy, Pump, NSN 1610-01-220-6052, P/N 733872-6 5 each - Regulator, Propeller, NSN 1610-01-102-3010, P/N 767999-1 5 each - Cover Assy, NSN 1610-00-179-6130, P/N 546488 Required final delivery of all items is 120 days ARM. Proposal of a staggered delivery schedule is acceptable. Delivery shall be made to the USCG Aviation Logistics Center, 1664 Weeksville Rd., Receiving Section, Bldg. 63, Elizabeth City, North Carolina 27909-5001. The Contractor shall supply a Certificate of Conformance in accordance with Federal Acquisition Regulation (FAR) 52.246-15 with each shipment. Inspection is by Certificate of Conformance and acceptance shall be performed at Destination by U.S. Coast Guard, ALC Quality Assurance. The Government anticipates award of a Firm Fixed Price Contract using the policies and procedures of FAR Part 12 in conjunction with FAR Part 15. The RFP Solicitation will provide the Statement of Work with a description of contract requirements for the quantities of items stated. The Request for Proposal (RFP) will provide for Full and Open Competition through the use of competitive procedures. The NAICS is 336413 and the applicable small business size standard is 1000 employees. The Government intends to award a single contract, but reserves the right to select and award contracts to multiple vendors if two or more technically qualified proposals are determined to provide approximately equal value to the Government and determined to be in the best interest of the Government. All responsible businesses may submit an offer which shall be considered by the agency. The RFP Solicitation number will be HSCG38-12-R-H00002, which is the same number as this Notice. Vendors should register on the FedBizOpps website under this number to receive notices pertaining to the solicitation. The RFP Solicitation will be posted to this website and will be available for download/print. Vendors may also submit a written Request for Solicitation HSCG38-12-R-H00002 to Ms. Victoria Kocher, Contract Specialist, at Victoria.h.kocher@uscg.mil.
