- The U.S. Army Corps of Engineers (USACE), Transatlantic Division (TAD) requires contractor provided Afghan National subject matter experts to perform on-site construction management support services for assigned projects throughout two Afghan Engineering Districts: Afghan Engineer District North, (TAN), based in Kabul, with area and resident offices throughout Northern and Eastern Afghanistan, and Afghan Engineer District South, (TAS), based in Kandahar, with offices throughout Central, Southern, and Western Afghanistan. These positions shall replicate typical foreign national service (FNS) employee positions obtained by U.S. Government Agencies to support overseas projects and locations. This contract is for Personal Services in exclusive support of the USACE TAD construction mission. Contract Period of Performance (POP): This contract is for one (1) 1-year base period and three (3) one-year option periods. The solicitation will be available in FEDBIZOPPS. Contracting Procedures: The solicitation will be a Request for Proposal (RFP). The contract resulting from this solicitation will be awarded to the responsive and responsible offeror submitting the lowest price technically acceptable offer. The Request for Proposal will contain complete evaluation criteria. The acquisition will result in an Indefinite Delivery Indefinite Quantity (IDIQ) Single Award Task Order Contract (SATOC) award, as defined in FAR 16.504. Task orders will be FFP. Offerors must register in the Central Contractor Registration (CCR) at www.ccr.gov prior to submission of proposals. Solicitation will be issued on or about February 21, 2012. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS AND PROPOSALS RECEIVED AS A RESULT OF THIS PRE-SOLICITATION NOTICE WILL NOT BE ACCEPTED OR EVALUATED.
