Description
The Middle Rio Grande Endangered Species Collaborative Program through the Bureau of Reclamation has an upcoming requirement for work associate with the understanding of the relationship between Rio Grande silvery minnow sub-adult and adult population numbers with regard to food availability and food use in restored habitat areas, naturally overbanking areas, and the main channel. Activities will include monitoring of food availability, habitat parameters, fish community, and other pertinent or related data from each of the three major sub-reaches of the Middle Rio Grande: Angostura, Isleta, and San Acacia. Applicable federal and state permits must be obtained prior to performance. Early coordination with permitting agencies is highly recommended. Evaluation criteria for award consideration, listed in descending order of importance, may include technical capability to satisfy the government need, qualifications of proposed staff, past performance on similar or comparable projects, and price. Technical capability and past performance when combined are significantly more important than cost or price. A firm-fixed price contract with a base plus one option year will be awarded resulting from Request for Proposals No. R12PS43010 using procedures prescribed by FAR Part 15 - Contracting by Negotiation, which will be posted on or by February 22, 2012.
