- NAVSUP Fleet Logistics Center - Philadelphia Office, intends to issue solicitation N00189-12-R-Z0555 which will result in award of a sole source contract to Regis & Associates PC for support required to provide financial and accounting support/analysis to assist mission critical functions of DON Assistant for Administration (DONAA) Financial Management Division (FMD) and Naval Criminal Investigative Service (NCIS). Contractor support provides fiscal accountability through the institution of efficient, effective financial management. DON/AA and NCIS Comptroller Department are to maintain fiscal accountability through the reporting of accurate, timely, reliable and useable financial information and assist the Comptroller staff in achieving Financial Management and Accounting goals and objectives. This is a follow-on to a task order under Contract N00178-06-D-4851 which expires on 31 March 2012. Specific support covering the aforementioned mission critical services is for six (6) months covering the period between current task order expiration and arrival of new in-house civilian employees, in order to maintain continuity of critical support services. Specifically, support is critical to several DON financial improvement efforts, such as Business Process Standardization, Financial Segment Testing, and implementing DON standard systems (e.g. WAWF, DPAS, DTS). The requirement also covers two three-month options to be utilized in case of unanticipated delays in bringing on board Government employees. Regis & Associates PC is the only source with the prerequisite background with the specific programs, activity and command efforts. Any break in service in support of the Navy Secretariat Financial Operations will severely impact DONAA/FMD ™s ability to meet its fiduciary obligations to the Secretary of the Navy. This would place SECNAV and the Assistant Secretaries of the Navy financial accounts at high risk of incurring Anti-Deficiency Violations without the proper financial oversight and management. The applicable North American Industry Classification System (NAICS) Code is 541611; size standard $7M.
