- PR#: 0040655582; 5961-01-004-8229. Approved source(s): Microsemi Corp- Massachusetts (50101) P/N UM9158 and Northrop Grumman Systems (97942) P/N 649A850H01; Semiconductor Devices, Diode. The requirement is for a total of 351each, 18 each to be delivered to TRAY, CA. 95296-0130, and 333 each to be delivered to NEW CUMBERLAND, PA. 17070-5002 within 430 Days. All responsible sources may submit an offer/quote which shall be considered. This solicitation is an RFP and will be available on the Internet at http://dibbs.dscc.dla.mil/rfp on its issue date of September 29, 2011. Hard copies of this solicitation are NOT available. This is an unrestricted procurement. Drawings/specifications will be available through the DIBBS solicitation link in the synopsis on the solicitation issue date. "The Contracting Officer may utilize on-line Reverse Auctioning as a means of conducting price discussions under this solicitation. During the course of the on-line auction, offeror's proposed price will be publicly disclosed to other offeror's and anyone else having access to the on-line auction. This public disclosure is anonymous, meaning that each offeror's identity will be concealed from other offeror's (although it will be known to the Government), and only generic identifiers will be used publicly for each offeror's proposed pricing(e.g., " Offeror A"). By submitting a proposal in response to the solicitation, offeror's agree to participate in Reverse Auction and that their prices may be publicly disclosed, including to others offeror's, during the Reverse Auction. An offeror's final auction price will be considered its final proposal revision. No price revisions will be accepted after the close of the Reverse Auction, unless the Contracting Officer decides that further discussions are needed and final proposal revisions are again requested in accordance with FAR 15.307. Various increments solicited: from 100 each to 249 each; from 250 each to 499 each; from 500 each to 999 each; from 1,000 each to 2,499 each; from 2,500 each to 3,499 each, from 3,500 each to 4,499 each. Proposed procurement contains a 100% option for increased quantities. This proposed procurement includes a family group of items within the Federal Supply Class 5961. This acquisition is for supplies for which the Government does not possess complete, unrestrictive technical data; therefore, the Government intends to solicit and contract with only approved sources under the authority of 10 U.S.C. 2304(c)(1). Approved sources are: Microsemi Corp- Massachusetts (50101) and Northrop Grumman Systems (97942). While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance and other evaluation factors as described in the solicitation.
