Description
SCA Wage Determination - Chambersburg Custodial SF33 - Chambersburg Custodial Performance Work Statement - Chambersburg Custodial The United States General Services Administration has a requirement for the selection of a quality contractor to provide Custodial and related services at the Social Security Administration Building, 50 N. Third St. in Chambersburg, PA. As a performance-based contract, the requirements are stated in terms of desired results with associated quality standards. The contract shall consist of two major functional areas: standard services, and above standard services. Custodial services provided by the Contractor are arranged and oversight is provided through one or more of the following entities: GSA's Regional Office, Service Centers, Field Offices, or contracted inspection services. The Contractor shall furnish all personnel, labor, equipment, material, tools, supplies, supervision, management, and services, except as may be expressly set forth as Government furnished, and otherwise do all things necessary to, or incident to, perform and provide the work efforts. This procurement is being solicited as a small business set aside. The NAICS code applicable to this project is 561720 and the small business size standard is $14m. Award will be a firm fixed price contract with economic price adjustment and the procurement method will be a competitive negotiated Request for Proposal (RFP). Source Selection Procedures as identified in FAR PART 12.206 will be utilized in the selection of a firm offering the best value to the Government in terms of price and technical merit and whose performance is expected to best meet stated Government requirements. Accordingly, award will be made using best-value procedures incorporating tradeoffs between price-related and non-price related factors. Upon receipt and evaluation of all proposals, a formal selection of a firm will be made that offers the greatest value to the Government based on a combination of technical evaluation and price factors. Failure of offerors to submit a technical offer will preclude further participation on this acquisition. Award may be made without discussions. The technical evaluation factor for the evaluation process is Technical Capability, demonstrated through the Quality Assurance Surveillance Plan and other references. Offerors are instructed to utilize the electronic offer sheet included with this solicitation to submit pricing information for this requirement. Pursuant to FAR 52.215-1 Instructions to Offerors-Competitive Acquisition, the Government intends to evaluate proposals and award a contract without discussions with offerors. Therefore, the offeror's initial proposal should contain the offeror's best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. This announcement also constitutes the synopsis of the Request For Proposals notice. The Solicitation (RFP) will only be available electronically. The solicitation (specifications, clauses and bid forms) can only be obtained through FedBizOpps. FedBizOpps is a secure website designed to safeguard sensitive but unclassified (SBU) acquisition material.
