Sources Sought/Vendor Technical Questions N00104-12-I-Q341 Discipline C METEOROLOGY AND OCEANOGRAPHY (METOC) PROJECT SUPPORT The Naval Weapons System Support (NAVSUP, Mechanicsburg PA and the Commander, Fleet Numerical Meteorology and Oceanography Center (FLENUMMETOCCEN), Monterey, CA are issuing this combination Sources Sought Notice /Request for Information-Vendor Technical Question Period, for Metoc Project Support. This effort includes four tasks as described in the attached Performance Work Statement (PWS). Functional Area #C1 “ METOC Project Planning Support Functional Area #C2 “ METOC Project Implementation Support Functional Area #C3 “ Web Optimum Path Aircraft Routing Service (OPARS)/Flight Weather Briefer (FWB) Integration and Maintenance Functional Area #C4 “ Numerical Weather Prediction Verification and Validation (V&V) The combined objective of this Sources Sought/RFI notice is to gain information from industry reference the technical requirements of the PWS and to facilitate the NAVSUP Contracting Officer ™s review of the market base required for acquisition planning/size determination. (unrestricted vs set-aside). This Sources Sought provides an opportunity for respondents to submit their technical questions/comments to the PWS and to submit their availability to fulfill the Navy requirement related to this request in the form of a capability package. This Sources Sought/RFI is released pursuant to FAR Part 15.201(e), Exchanges with Industry. I.TIMELINE: A. Questions of a technical nature are allowable through COB 06 February 2012 via the NAVSUP Ariba communication tool. B. Government responses to questions submitted will be made available no later than COB 10 February 2012 through the NAVSUP Ariba communication tool. C. Capability packages must be received via the Ariba collaboration tool by COB 15 February 2012. D.For the purposes of the Sources Sought/RFI and the upcoming procurements, if any, ALL communications shall be directed to the NAVSUP Contracting Office POC ™s listed below. Interested parties shall not contact the customer with questions/concerns. E.NAVSUP will be utilizing the Ariba email box/communication tool, for vendor technical questions and receipt of capability submissions. Vendor submitted documents and questions through the Ariba Tool are directed to and readable only by the Contacting Officers and Specialist listed below. F. If access to the tool is required, please contact Valerie.Hawthorne@navy.mil to receive access to the Ariba collaboration email tool, prior to the submission. G.Submittals furnished will not be returned to the sender. No debriefs will be conducted. Eligibility in participating in a future acquisition does not depend upon a response to this notice. H.Proprietary information is neither requested or desired. If such information is submitted, it must clearly be marked "proprietary" on every sheet containing such information, and the proprietary information must be segregated to the maximum extent practicable from other portions of the response (e.g., use an attachment or exhibit). I.Subject matter experts from FLENUMMETOCCEN will evaluate offeror submissions that comply with the submission instructions using the following criteria: breadth, depth and relevancy of experience as it relates to the work envisioned in the Draft PWS as further specified in the Government ™s Information Request. FLENUMMETOCCEN may not evaluate offeror submissions that do not comply with the submission instructions. FAR Clause 52.215-3 Request for Information or Solicitation for Planning Purposes applies. As prescribed in 15.209(c), insert the following provision: Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although śproposal ť and śofferor ť are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of: Acquisition Planning. II.Requirement Description: See attached PWS. A.A minimum of Secret security clearance is required for individual candidates performing the tasks. B.A minimum of Secret facility security clearance is required. C.The majority of the work required is at the Government site, Monterey, CA. D.Very limited, if any, remote access is authorized to provide the services. III.Requested information: Interested parties shall provide information to the Government as follows: E.Format: 1.MSWord or pdf format/Times New Roman font size12 2.Page limit -15 pages 3.Company name and RFI number listed on each page 4.Proprietary information MUST be marked as such, on a page-by-page basis. F.Introduction : 1.Provide name of company, company address, a contact person ™s name, telephone number, fax number and email address. 2.CAGE code, and indicate if actively registered on Central Contractor Register (CCR). 3.STATUS -NAICS Code 541512 is assigned. State the size of your company under this NAICS code[e.g., 8(a) (including graduation date), HUBZone-certified small business, Service-Disabled Veteran-Owned small business, small business, large business, etc.]. (The North American Industry Classification System (NAICS) Code is 541512 “ Custom Computer Programming Services, and the Small Business size standard is $25M) 4.If a small business, and interested as a prime under a small business set aside, provide a statement that you have the capacity to conform to Federal Acquisition Regulation (FAR) Clause 52.219-14, Limitations on Subcontracting. 5.INTEREST to qualify [e.g., prime contractor, teaming partner, joint venture, primary subcontractor] on the FLENUMMETOCCEN effort. 6. Describe in detail the scope and experience of past and current similar contracts and relevant programs within the past five years and describe the firm ™s capability to perform the work (contract number, dollar value, point of contact, phone number). Past performance form is provided. G.PWS Information requested but not limited to: 1. Provide feedback on any limitations within the PWS where elements of risk are involved. 2.What elements of the PWS, if any, restrict competition. Notes: 1.This Sources Sought/RFI is for planning purposes, and does not constitute a commitment, implied or otherwise, that a procurement action will follow. NAVSUP and FLENUMMETOCCEN will use the information submitted in response to this notice at its discretion and will not provide comments to any submission; however, NAVSUP and FLENUMMETOCCEN reserve the right to contact any respondent to this notice for the sole purpose of enhancing NAVSUP and FLENUMMETOCCEN ™s understanding of the notice submission. 2.The content of any responses to this notice may be reflected in any subsequent solicitation, except for content marked or designated as business confidential or proprietary which will be fully protected from release outside the government, which will be fully protected from release outside the government.
