Description
This is a market survey/request for information to redesign or optimize an aircraft hand held fire extinguisher using an approved streaming replacement agent on the EPA's Significant New Alternatives Policy (SNAP) list. The target being the lightest, smallest volume, and most practical design effective enough to replace a portable Halon 1211 extinguisher used in aircraft applications. The criteria used to rate each proposal will be based on the ability to pass the development of a minimum performance standard (MPS) for hand-held fire extinguishers as a replacement for Halon 1211 on civilian transport category report DOT/FAA/AR-01/37. Each proposal should include the following: 1.Suggested agent.2.Type, size, and weight of the container.3.Zero gravity or any zero angle discharge capability4.Method of discharging agent such as siphon tubes.5.Nozzle type, size, or configuration.6.Use of pyrotechnics or head charge pressure.7.Project time line. Note: The FAA Fire Safety Section at the FAA Technical Center in Pomona, New Jersey will handle all MPS extinguisher testing in their facility. Substitutes for Halon 1211 as a Streaming Agent:HCFC-123 (FE-232)HCFC-124 (FE-241)(HCFC Blend) B (Halotron 1)(HCFC Blend) C (NAF P-III)(HCFC Blend) D (Blitz III)(HCFC Blend) E (NAF P-IV)HFC-227ea (FM 200)HFC-236fa (FE-36)C6-perfluoroketone (Novec 1230) This study will also include any agents that have plans to be introduced on the EPA's streaming agent SNAP list (possibly 2-bromo-3,3, 3-trifluoropropene). Interested parties are invited to participate in interviews to be conducted Tuesday, February 21, 2012 through Thursday, February 23, 2012 at the William J. Hughes Technical Center, Building 287, Pomona, NJ between the hours of 9:00AM and 2:00PM. The responses to this request for information as well as interviews will be used for informational purposes only. The FAA is not seeking or accepting proposals at this time. The FAA will not pay for any information received or costs incurred to participate in interviews and/or any information received in connection with this announcement. Any cost associated with this request for information is solely at the interested vendor's expense. At this time, the nature of the competition, i.e., full and open competition, small business set-aside, service-disabled veteran-owned small businesses, or eligible socially and economically disadvantaged businesses certified by the SBA for participation in the 8(a) program is to be determined. The NAICS Code for this effort is 325998 "Fire Extinguisher - Chemical preparation manufacturing." Interested firms are required to submit the attached Business Declaration Form.
