- 31 Jan 12 Justification and Approval for Other Than Full and Open Competition 1. This document constitutes justification and approval for other than full and open competition for the acquisition described herein, under the authority of FAR 6.302-2. It is executed on behalf of the 174th FW Civil Engineering Section. 2. The 174 FW proposes to procure by means of other than full and open competition Emergency Teardown and quote on various HVAC and Sprinkler repairs. 3. The Service is at a cost of $3,500 4. Identification of statutory authority permitting other than full and open competition. a. FAR 6.302-2, Unusual and Compelling Urgency. b. 15 USC 637 5. Demonstrate that the nature of the acquisition requires use of the authority cited. This procurement is for various buildings on base HVAC and Sprinkler repairs Tear Down and Quote. On 17 January 2012 several buildings fire alarms were going off and the sprinkler systems were inoperable due to a power loss on base. Davis-Ulmer was called and they came in and evaluated the system. Initial tests were done and the problem has been fixed. It has been decided that they would need to do a tear down and quote on the system. It would cost a substantial amount and delay the repair to compete this project. Davis-Ulmer also has the familiarity with the system at the 174th as they have responded to several other repairs as well. All prices are deemed fair and reasonable current wage determinations were used.
