- **Pre-Solicitation Notice** - The Central Texas Veterans Health Care System (CTVHSC) Contracting Office (10N17/90C) anticipates awarding a Firm Fixed Price contract for construction services for the LTC Greenhouse addition and renovation of existing building11 located at the Veterans Administration Medical Center (VAMC) 4800 Memorial Drive, Waco, Texas. The entire Project is to be completed within 365 days after issuance of the Notice to Proceed (NTP). Contractor shall furnish all labor, materials, equipment, tooling, and supervision to perform the necessary construction services for the addition and renovations to the existing building 11, providing a 3-story addition on the rear (mall side) of exiting building 11 (approximately 4000 gsf) and removal of first and second floors, center core, consistent with the Greenhouse model of Case. All work shall be performed in strict accordance with the provide specifications and drawings, located at the VAMC, 4800 Memorial Drive, Waco, TX 76711. The specifications and drawings shall be issued with solicitation. The historic features of Building 11shall be preserved during the addition and renovation in accordance with the Historic Preservation Plan. Energy efficient mechanical and electrical systems will be incorporated to provide the best environment of care and meet the newest design criteria for long term care. The existing masonry and the existing windows will be selectively cleaned and repaired. Construction shall comply with VA specifications and drawings as well as all applicable city, county, state, and federal regulations and codes and OSHA standards that may impact this requirement. Construction shall also comply with Infection Control Risk Assessment (ICRA) Standards Class and other construction safety requirements as noted in the construction documents. Schedule Constraint - This project will not require the temporary relocation of the residents of Building 11. It is, however, desirable to have a reasonable construction schedule to minimize the time of any disruption to normal activity. The method of procurement shall be an Invitation for Bid (IFB) in accordance with Parts 14 and 36 of the FAR, with anticipated issue date on or before March 30, 2012 and proposed due date of approximately May 16, 2012. This requirement is a competitive offer, Set Aside 100% for SERVICE DISABLED VETERAN OWNED SMALL BUSINES (SDVOSB), under Public Law 109-461 (38 USC 8127). The applicable NAISC code is 236220, $33.5 Mil. COST RANGE: $1,000,000.00 - $5,000,000.00
