Description
The Department of Navy Large Aircraft Infrared Countermeasures (DoN LAIRCM) Program Office is preparing to award a production contract action, for Navy and Marine Corps requirements, on a sole source basis to Northrop Grumman Systems Corporation, Electronic Systems, Land and Self Protection Systems Division, Rolling Meadows, IL to produce, test and deliver, the DoN LAIRCM sub-system known as the Advanced Threat Missiles Warning System (ATW MWS). The contractor shall produce and deliver quantity 200 DoN LAIRCM ATW MWS Processors (Part No. 001-007722-2103) and quantity 110 DoN LAIRCM ATW MWS Sensors (Part No. 001-0008690) and attendant technical data for the Department of Navy Large Aircraft Infrared Countermeasures (DoN LAIRCM) System. Hardware deliveries shall commence no later than October 2012 for the processors and May 2013 for the sensors with an approximate rate of production of 10 processors per month and 20 sensors per month after commencement of deliveries. The required effort will include Firm Fixed Price (FFP) line items for production hardware. The AN/AAQ-24 system is already developed, tested, and proven to meet protection requirements for CH-46E and CH-53E aircraft as spelled out in the Multi-Command Large Infrared Countermeasures Operational Requirement Document (ORD) 314-92. This purchase will be made using Other Than Full and Open Competition as authorized by FAR 6.302-1(a)(2)(ii)(B), Only One Responsible Source and No Other Supplies or Services will satisfy agency requirements. Evaluation of the contractor's unique capability and acquisition history concluded that the highly specialized effort required is available from only one source. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. This synopsis is not to be construed as a commitment by the Government, nor will the Government pay for information solicited. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The closing date for this synopsis is 15 February 2012 at 4:30 P.M. Eastern Standard Time. The anticipated award date is 29 February 2012. NO PHONE CALLS WILL BE ACCEPTED. Notification of interest shall only be made via E-mail. APPLICABILITY OF AUTHORITY: This requirement will be awarded to Northrop Grumman Systems Corporation, Electronic Systems, Land and Self Protection Systems Division, Rolling Meadows, IL on a sole source basis because Naval Air Systems Command does not have a valid zero defect technical data package to all hardware, software, hardware maintenance, software maintenance, and specification for the Advance Technical Threat Missile Warning System, processors part no. 001-007722-2103 and sensors part no. 001-0008690, for the DoN LAIRCM System, technical support and factory support are only available from Northrop Grumman. Only certified Northrop Grumman parts shall be used in this procurement. Northrop Grumman will not provide remote or on-site problem determination or resolution, and will not provide new software releases, maintenance releases, and patches. In order to satisfy this procurement requirement, Naval Air Systems Command requires the integration of the Advanced Technical Threat Missile Warning System (ATW MWS) part no's 001-007722-2103 and 001-0008690 with the DoN LAIRCM system to ensure AN/AAQ-24(V)25 System functionality and operability.
