Anticipated Award Date: 30 Mar 2012 12. Description: A one-year basic contract plus two option years is contemplated. Firm Fixed Price (FFP), Time and Materials (T&M), Labor Hours (LH), and Cost Reimbursement (CR) CLINs are anticipated for contract type. Services Non-Personal: The Air Force intends to solicit and issue a contract for Courseware Development and Training services at Tinker AFB, OK. The Contractor shall provide all labor, materials, transportation, and other incidentals to provide training and training-related support in accordance with (IAW) this Performance Work Statement (PWS). This training support shall include courseware development of new courseware as well as revisions/updates of existent courseware, and on-the-job-training. Training falls into the following categories for training: mandatory, initial, reoccurring, job specific, on-the-job and professional enhancement. The estimated period of performance (POP) is as follows: Basic Year: 1 Apr 2012 - 31 Mar 2013 Option I: 1 Apr 2013 - 31 Mar 2014 Option II: 1 Apr 2014 - 31 Mar 2015 Procedures to be used in awarding the contract: Lowest Price Technically Acceptable source selection procedures in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 15.101-2 will be utilized. Technical trade-offs will not be made and no additional credit will be given for exceeding acceptability. Past performance information may be reviewed. Award will be made to the acceptable offeror with the lowest evaluated cost or price, which is deemed responsible IAW the FAR and whose proposal conforms to the solicitation requirements. The potential costs associated with FAR 52.217-8 will be reflected in the calculation of the Total Evaluated Price (TEP). The 6-month extension will be calculated by dividing the last Option Year price in half and adding the quotient to the total price proposed. The TEP is the price used to determine the lowest offer. 13. Place of Contract Performance: Tinker AFB, OK 14. Set-Aside Status: 100% small business set-aside 15. NAICS Code: 611430 Central Contractor Registration (CCR) is required to receive any award. Contractors can register electronically at http://www.ccr.gov. ORCA registration is also required and contractors can register electronically at https://orca.bpn.gov. The NAICS code for this requirement is 611430 with a size standard of $7M. Contractors must be registered under NAICS code 611430 in the CCR and be a small business under this NAICS to be a responsive bidder.
