Description
Intent to Award Language: The US Geological Survey (USGS) has a requirement for software licenses for Virtalis Incorperated's GeoVisionary 3D software. The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to Vertalis, Inc., unless it is contacted by any vendor who believes they obtained similar technical expertise and can provide the same service. Vendors are invited to contact the Contract Specialist, Bryan O'Shaughnessy ( bposhaughnessy@usgs.gov ) no later than 12:00 PM EST, Friday, February 3, 2012 with an affirmative answer. The U.S. Geological Survey (USGS) considers employee signatures to be Personal Protected Information, and therefore all employee signatures have been redacted. By posting this document, the Contracting Officer attests all appropriate signatures have been obtained. SOLE SOURCE JUSTIFICATION STATES THE FOLLOWING PART: The following information is provided to demonstrate the proposed contractor's unique qualifications: USGS has enterprise licenses and is a consortium member for development of the British Geological Survey (BGS) GSI3D because of its unique applications for field geologists and geologic mapping and hydrologic analyses. A growing number of USGS researchers and technical experts are using GSI3D. GeoVisionary is companion software developed by the BGS and the private company Virtalis, specifically to be the visualization tool for GSI3D. Natoinal Cooperative Geological Mapping Program (NCGMP) provides accurate geologic maps and three-dimensional framework models in accordance National Geologic Mapping Act. These maps are used by State and municipal planning, conservation, and resource managers, private sector companies such as energy (oil, gas, electric, nuclear), geoscience firms, and land and resource managers in Federal agencies such as National Park Service (NPS), Bureau of Land Management (BLM), and U.S. Fish and Wildlife Service (FWS). NCGMP requires the ability to smoothly stream terabytes of terrain and imagery data and panning and zooming actions that are executed quickly with no stalling or obvious redrawing of the scene. No other program can display the same volume of data as GeoVisionary on standard desktop PCs which is required by NCGMP researchers for producing three-dimensional geologic maps. The program requires geological cross sections and 3D models that can be imported from the subsurface geology modeling program GSI3D, and Geovisionary has this capability. The size of, resolution of, and speed with which multiple datasets can be displayed are integral to producing three-dimensional geologic maps. The program office and contracting conducted market research and was unable to identify a product or vendor other than Virtalis' GeoVisionary 3D that could provide a product that meets the agencies requirement.
