Description
This is a Small Business Sources Sought notice (SS). This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small business; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. The NAICS code for the project is 624410. The small business size standard is $7M. Background: The Cold Regions Research and Engineering Laboratory (CRREL) Child Development Center (CDC) is affiliated with the U.S. Army Child, Youth, and School Services and is operated under contract. The CDC provides childcare services to CRREL and the Engineer Research and Development Center (ERDC) employees, and to the members of the local community. Purpose and Objectives: The purpose of this notice is to describe the requirements for the U.S. Army CYS Program for the Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL), located in Hanover, NH. The ERDC/CRREL Child Development Center (CDC) exists to support the military and Department of Defense (DoD) Civilians assigned to ERDC/CRREL Hanover, NH site. The ERDC/CRREL is made up of approximately 325 Department of the Army Civilians. The CRREL CDC has a maximum capacity of 52 children and provides care for children 6 weeks of age up until they start the first grade. Project Requirements: The Contractor shall furnish all management, supervision, personnel, supplies and equipment to manage and operate ERDC/CRREL's CDC Program located in Hanover, NH and to provide the Child Development Services described in this Statement of Work. The ERDC/CRREL site in Hanover, NH currently consists of one Child Development Center providing full time day care and may provide hourly care and an after kindergarten program for those children whose parents (or parent authorized substitute) or schools provide transportation to ERDC/CRREL. The general expectations are for the Contractor to provide the Army's Child and Youth Services Program at ERDC/CRREL as follows: A safe and secure environment where strict attention is given to health, hygiene, safety and nutritional meals within USDA guidelines. An environment that provides freedom for children to explore and experience, yet at the same time, sets the limits necessary to teach children to interact effectively with others. Staff who are trained and experienced, nurturing professionals who provide oral and written feedback to the patrons and colleagues about each child's growth and skill development. A staff that develops, tracks, monitors and evaluates each child's self-confidence and encourages individual intellectual, social, and emotional capabilities regardless of the setting or length of time in care. A program that creates an environment where children learn through play, enjoy meaningful interaction and develop age-appropriate socialization skills. The Center at ERDC/CRREL shall be comprised of children from DoD families first and then shall be comprised of children from community families. The Contractor may allow community patrons into the program after establishing that there is no excess demand of DoD patrons via the standard Army Waiting List Policy. There is currently no required minimum ratio for the number of DoD children compared to community children. The CDS program includes a broad range of program elements that combine to provide comprehensive, developmentally appropriate care for children from 6 weeks of age up until the start of first grade. The CDS Program directly supports the Army's mission by supporting the mobile lifestyle of the Army soldier and family and making available predictable, affordable, and quality child development services. Anticipated Period of Performance: The anticipated period of performance for this proposed acquisition will be from August 2012, through July 2017; for a period of five years. The contract will be awarded with a Base Year, plus four one-year Option periods. Capability Statement/Information Sought: Respondents must provide, as part of their responses, information concerning (a) staff experience, including their availability, experience, and training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capabilities; and (e) examples of prior completed Government contracts, references, and other related information. Interested qualified small business organizations should submit a tailored capability statement for this requirement, not to exceed 20 single-sided pages (including all attachments, resumes, charts, etc.) presented in single-space and using a 12-point font size minimum, that clearly details the ability to perform the aspects of the notice described above. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement, as well as the eligible small business concern's name, point of contact, address and DUNS number. Information Submission Instructions: All Capability Statements sent in response to this SOURCES SOUGHT notice must be submitted electronically (via email) to Stacy Dion, Contract Specialist, at Stacy.Dion@usace.army.mil in MS Word or Adobe Portable Document Format (PDF), by February 15, 2012 3:00 PM, EST. All responses must be received by the specified due date and time in order to be considered. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
