Description
This notice is issued by NASA/ARC to post a Request for Information (RFI) via theinternet, and to solicit responses from interested parties. This RFI is for informationand planning purposes and to allow industry the opportunity to verify reasonableness andfeasibility of the requirement, as well as promote competition. This notice is to solicitinformation from the Thermal Protection Systems (TPS) community about TPS material andarchitecture options beyond the traditional Carbon Phenolic (CP) heritage such as TapeWrapped Carbon Phenolic (TWCP) and Chop Molded Carbon Phenolic (CMCP) materials. Adocument attached to this posting, Alternate TPS/ Alternate Architectures to CarbonPhenolic, describes the technical aspects of this RFI in full.The areas of interest and the focus of this RFI are:1)New TPS materials that can meet or exceed the performance of the heritage CP, or 2)New entry vehicle architectures that can accomplish the missions (described inthe attached RFI document) successfully without the use of CP.Vendors or organizations having existing industrial capabilities and/or novel re-entryarchitectures are invited to submit a response to the specific questions outlined in theattached document.In addition to the technical information requested, responses should include thefollowing:1) Name and address of firm, technical point of contact, phone number, e-mail, andwebsite (if applicable); 2) Size of business based on NAICS code 336419 - whether yourcompany is large, small, small disadvantaged, 8(a), HUBZone, veteran-owned and/orwoman-owned; 3) Describe any collaboration or teaming arrangements with otherorganizations that might be used in order to provide the necessary expertise contained inthis requirement. All responses shall be submitted to the Contracting Officer by email to:Marianne.Shelley@nasa.gov, no later than March 2, 2012. Please reference NNA12ALTTPSL-AMDin the subject line. This synopsis is for information and planning purposes, subject to FAR provision52.215-3, entitled Request for Information or Solicitation for Planning Purposes and isnot to be construed as a commitment by the Government nor will the Government pay forinformation solicited. Respondents will not be notified of the results of the evaluation.Respondents deemed fully qualified will be considered in any resultant solicitation forthe requirement. Although all comments received will be carefully reviewed and consideredfor inclusion in a later action, the initiators of this request make no commitment toinclude any particular recommendations.No solicitation exists; therefore, do not request a copy of the solicitation. If asolicitation is released it will be synopsized in FedBizOpps and on the NASA AcquisitionInternet Service. It is the potential offerors responsibility to monitor these sitesfor the release of any solicitation or synopsis. An ombudsman has been appointed -- See NASA Specific Note 'B'.The solicitation and any documents related to this procurement will be available over theInternet. These documents will reside on a World Wide Web (WWW) server, which may beaccessed using a WWW browser application.
